Amentum is now hiring a Cost Analyst with experience providing cost analysis support for Department of Defense (DoD) acquisition activities. This position will be filled at an Army program office located at Aberdeen Proving Ground, MD.

Hybrid telework opportunities are available for those living in the area.

You are knowledgeable in the development of cost estimates and analytical cost inputs for DoD budgetary documentation and other program documentation. You have a strong understanding of cost estimating analysis and modeling methodologies using tools like ACEIT to project program/project life cycle costs. You're also a self-starter who is organized and capable of working well independently or as part of a team to accomplish a mission. Your understanding of cost analysis and data, combined with your ability to formulate representative cost estimates, ensures you have a strong approach to assist with development and management of annual operating budgets that meet program objectives.

Responsibilities:

  • Design and perform various analytical studies using scientific methods and systematic examination of alternative courses of action in terms of effectiveness and cost to help clarify relevant choices and their implications.

  • Plan, establish, monitor, and participate in the formulation, presentation, and execution of program cost estimates and analysis related to life cycle program plans.

  • Perform life cycle analysis and economic analysis using mathematical models, matrices, simulation models, ACEIT, and other parametric models.

  • Develop and structure the problem and establish procedures for obtaining data and determines variables that are relevant to the problem.

  • Draw conclusions from studies and formulate recommendations concerning program approaches to management for decision-making purposes.

  • Perform a broad range of cost and/or economic analysis assignments involving unique problems that require creativity, innovation, and the use of techniques, advanced approaches, and/or new technologies.

  • Provide authoritative interpretation of DOD, DA, and AMC guidelines and regulations concerning cost and economic analysis requirements.

  • Develop justification and impact statements and compile data. Forecast and execute the prior, current, and budget year programs. Develop, formulate, and prepare required data and assorted narrative justifications for long-range budget exercises.

Minimum Requirements:

  • Bachelor’s degree, and at least 7 years of experience providing budget/cost analyst support to a DoD program/activity

    • Or High school diploma/GED, and at least 11 years of overall work experience, of which 5 years or more must be relevant experience in providing budget/cost analyst support to a DoD program/activity

  • Experience using the Automated Cost Estimating Integrated Tool (ACEIT) for acquisition life cycle cost estimating

  • Experience with Microsoft Office, including Excel, Word, and PowerPoint

  • Must be able and willing to travel up to 10%, based on program needs

  • Must have an Active Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.

Preferred Qualifications:

  • Bachelor's degree in Operations Research, Business, Math, or related sciences

  • Experience or familiarity with DoD Program Acquisition

  • Experience in Parametric cost estimating

  • Experience in cost estimating relationships and model development

  • Knowledge of Cost risk analysis

  • Knowledge of Cost-benefit analysis

  • Performance measurement (earned value) experience

  • Knowledge of Project forecasting and risk assessment

  • Knowledge/skills in utilizing software cost estimating tools

  • Knowledge of the principles of operation research and an advanced professional knowledge of analytical concepts, mathematics, and statistics
