Provides support to the US DOE Office of Legacy Management IT Governance team. The IT Business Analyst role will leverage their knowledge and experience to participate on teams to develop key new IT capabilities or to modernize and enhance existing capabilities, artifacts, and processes. The role will focus on IT projects, hardware and software configuration management and risk management. This position works with experts in various IT and data management disciplines and has significant involvement as projects are concieved, executed, and the IT enhancements implemented to ensure the confidentiality, integrity, and availability of vital networks and data for the enduring program. The IT Business Analyst will work with the IT Projects, Cybersecurity, and Operations teams to design, test, and implement these minor and major projects while ensuring compliance with federal IT and cybersecurity compliance requirements.

Primary responsibilities and essential functions of this position:

  • Provide project and governance coordination and support services on the IT Governance Team.

  • Work with business stakeholders to define, analyze, and document business requirements.

  • Develop and submit quality business cases and associated project charters.

  • Maintain and manage project business documentation for projects which enhance the functionality of enterprise and application specific IT systems.

  • Execute hardware and software policies and report compliance metrics.

  • Other duties as assigned.

MAJOR RESPONSIBILITIES/DUTIES/TASKS REQUIRED:

  • Working knowledge of Systems Development Lifecycle (SDLC).

  • Leading, overseeing or participating in Configuration and Operational Change Management.

  • Authoring Business cases and project charters.

  • Project coordination and management.

  • Developing and executing test plans.

Skills and capabilities needed to perform this position:

  • Technical writing, interpersonal communication skills, and presentation/training skills.

  • Must be able to work together and communicate maturely and professionally with co-workers and federal customers.

  • Ability to see the big picture, viewing the total systems perspective with a technical understanding of relationships, dependencies and requirements of hardware and software components.

  • Self-motivated, with the ability to prioritize, meet deadlines, and manage changing priorities.

  • Excellent English oral and written communication skills.

  • Stong analytical & problem solving skills and critical thinking.

  • Ability to coordinate across remote team members, management, and customers.

Technical knowledge that is required to perform position:

  • Possess a total systems perspective including a technical understanding of relationships, dependencies and requirements of hardware and software components.

  • Experienced and knowledgeable in preparing test & deployment plans, and providing coordination in the analysis, and installation of software.

  • General knowledge of a project lifecycle, configuration management, IT Governance, and risk management frameworks.

EDUCATION AND EXPERIENCE:

  • Bachelor's Degree in Computer Science or similar.

  • Minimum of 5 year's experience.

REQUIRED software proficiency:

  • Proficient in the use of Microsoft Office products, including Microsoft Visio©, Word©, Excel©, PowerPoint©.

DESIRED additional qualifications, experience or proficiencies:

  • Proficient in the use of SharePoint.

  • BACP - Business Analyst certification

  • ITIL certification

  • PMI certification

COMPENSATION & BENEFITS:

HIRING SALARY RANGE: $61,723.01 - $78,149.30 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
