Job Summary

The Deputy Manager of Projects and Construction acts as a key member of the OASIS Program, enabling the coordination and execution of Task Orders (projects) from proposal phase through to award, execution, and closeout. In addition to supporting project delivery, the Deputy of Task Orders also helps to coach, mentor and develop the staff within Projects & Construction as part of continuous improvement to achieve better service delivery for the OASIS customer.

Responsibilities/Duties

  • Responsible for assisting in tracking of the project portfolio, managing the P&C department structure, resources, budget and reporting requirement
  • Manage the Project Controls and Proposals group. This will include:
  • Managing the receipt of RFPs and the development and submission of proposals to the client.
  • Management of project controls including financials, quality, scope and schedule performance, ensuring delivery of the agreed scope against the agreed contract.
  • Refinement and enhancement of project schedule, resources, estimates and costs to complete and the execution against an agreed scope of work.
  • Management of all change requests to awarded projects.
  • Direct management of the Project Controls and Proposals staff.
  • Manage the identification and implementation of all process improvement initiatives within the P&C Department.
  • Coordinate and monitor the team of Project Managers, Project Coordinators and assigned subcontractors to ensure awarded projects will meet the Statement of Work.
  • Report, monitor and review key performance measures for Projects & Construction as defined within the OASIS SoW and the quarterly Award Fee back brief from client
  • Maintain close and direct liaison with the client /government points of contact to ensure there is a high level of shared understanding on the status of awarded projects.
  • Maintain close and direct liaison with all OASIS Functional Area Managers (FAMs) to ensure integration and coordination of all department tasks.
  • Demonstrate team leadership, promote adherence to safe work practices and ensure compliance with all site environmental health and safety requirements
  • Ensure compliance with all site’s environmental health and safety requirements
  • Any other reasonable duties as requested

Minimum Requirements

  • Undergraduate qualifications in Engineering, Science, Electrical, Construction, Business or other Industry equivalent
  • Current Drivers Licence
  • Equivalent demonstrated experience
  • Drivers Licence
  • Experience working with various construction trade groups and a clear understanding of the legislated requirements relating to employment within the industry.
  • Experience in Project Management
  • Experience in Project Controls and Proposal Management
  • Understanding and commitment to the principles of workplace diversity and equity, and EH&S.
  • Minimum of 5 years in project related activities, business or construction experience, or a related industry
  • Strong communication skills and the ability to engage with varied stakeholders
  • Experience with MS Office operating system

  • Project Management Professional
  • Safety Trained Supervisor
  • Construction Industry White Card
  • Experience with SAP or an Enterprise Software Business application.
  • Experience in asset and contract management
  • Experience in researching, compiling and interpreting information for development and presentation of related reports
