Purpose and Scope

Perform excavation permit review/approval tasks and SUE (Subsurface Utility Exploration)/utility locates that employ Ground Penetrating Radar (GPR) and electronic locating equipment at a Quality Level B (in accordance with ASCE 38-02, Standard Guideline for the Collection and Depiction of Existing Subsurface utility Data) for the Base Operations and Support Services (BOSS) Contract in support of Kennedy Space Center (KSC). The successful candidate will be a self-starter and must have the knowledge and skills required to locate all types of utilities at KSC.

Job Duties and Essential Responsibilities

Review KSC Excavation Permits (EPR) and assign no dig category codes Schedule customer locates and meet all locate timeline metric/contract requirements Prior to performing SUE utility locates, review the EPR Site Map for the proposed excavation area, and GIS utility viewer/maps of the proposed excavation area Provide underground utility flagging “designation” with proficiency utilizing ground penetrating radar and electromagnet equipment and other geophysical means. Designate all utility line types of conductive or non-conductive materials including, but not limited to: water, sewer, gas, electric, fiber optic, PVC and all other underground facilities that would affect an excavation of a site. Mark NASA owned utilities with paint on the ground. Document all partial EPR located areas clearly and submit them to the EPR administrator for documenting After reviewing the proposal for excavation, determine that digging will be in compliance and not interfere with existing underground utility lines. Issue (approve/sign) dig permit to comply with current NASA contract specifications. Reassess excavation plans when construction or core drilling plans change after initial permit has been issued. Approve changes when assured that digging will be in compliance. Respond to notification of underground utility break, such as electrical, gas lines or chemical spill. Provide expertise in locating underground lines or tanks. Perform all other position related duties as assigned or requested.

Education and Experience Requirements

High School diploma or equivalent. Must have a minimum of five years of related experience performing utility locating tasks

Preferred Qualifications:

Good organization and communication skills.

Other Requirements:

  • Must be able to obtain and maintain required government clearances/badges as required by program and position.
  • Must have the ability to communicate in English, both verbal and written in an effective manner.
  • Must have and maintain a valid driver’s license.

Work Environment, Physical Demands, and Mental Demands:

This position involves work typical of a construction site and/or less developed natural lands environment with normal construction and Florida wildlife hazards; lifting up to 75 pounds (GPR); climbing in and out of truck; loud noises, constant use of sight abilities to perform locates and review document; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills and must be able to work under deadlines. Field work will consist primarily of locates (including manipulating a ground penetrating radar unit), and large site walk downs. There will be some work in the office sitting at a computer terminal, but no unusual hazards. Site hazard training and Personal Protective Equipment are provided e.g. safety harnesses, glasses, hard hats, hearing protection.
