The Quality Engineer in support of the Northwest Range and Operations Sustainment Program (NWROS) (formerly known as JPARC) will provide Quality Engineering in support of the Environmental Management Plan (EMP) in relation to PAE’s support to the largest joint training range in the Air Force, supported out of Eielson AFB, AK and Elmendorf AFB, AK.

Responsibilities

  • Assistance as needed in the maintenance of the ESH&Q plan adhering to stringent federal, state, regulatory procedures to include Environmental assistance in the Release Reporting Procedures, Hazardous Materials Management Plan (HMMP), Hazardous Waste Management Plan (HWMP), and Environmental Permit Management Procedure and Spill Prevention and Countermeasures Plan
  • Assistance in the notification appropriate agencies as issued by federal or state agencies and submitted within 24 hours of spill discovery and submit copies to the COR
  • Assistance as needed in the Development/implementation a Hazardous Materials Management Plan (HMMP) as part of the (EMP).
  • Adherence to the utilization of Eielson and JBER HAZAMART procedures for all hazardous material purchase
    • Non-authorization of local purchase of hazardous material acquisition
  • Adherence to the proper procedures for handling of hazardous materials
  • Assist when necessary with the requesting of third party hazardous material inventory list prior to site arrival
  • Understanding and adherence to the proper procedure for tracking and documenting third party hazardous waste originating onsite
  • Adherence and proper execution of the Hazardous Waste Management Plan (HWMP) as part of the EMP. Example items to be included in the plan:
    • Hazardous materials and hazardous waste inventories
    • Turn-in requirements
    • Utilization
    • Storage, handling, record keeping, and transportation procedures for hazardous waste
    • Hazardous Material Inventory List
  • Assistance as needed in the Development/implementation of a comprehensive Occupational Health and Safety Plan (OHSP)
  • Experience with Safety Inspections
    • Perform and document walk-through safety inspections of workplaces
    • Develop a list of high interest areas based on the exposure to potential severity hazards (e.g. machinery, power tools, industrial work areas etc.)
    • Perform and document inspections of high interest areas manned sites and unmanned sites
    • Provide hazard abatement information
    • Comply with additional interim control measures and corrective actions as prescribed by the Government

Minimum Qualifications

  • A.A degree higher
  • 3 years of experience the performance and working knowledge of military large force exercise events
  • Experience working as in a QA Safety role in a Threats, Ranges, and Operations environment
  • Maintains a working knowledge of military large force exercise events involving joint and coalition forces
  • Able to relocate to within 1 hour of Eielson AFB (Fairbanks, AK) within 30 days of contract award
  • Possess strong communications, interpersonal skills
  • Current DoD Secret Clearance
