POSITION DUTIES:


Serves as on-site technical expert for civil engineering aspects of a construction, maintenance, and repair program for Watervliet Arsenal (WVA). Performs engineering work in the preparation of civil, structural, and architectural designs, drawings, and specifications for construction, alteration, renovation, addition, and rehabilitation of complex major and minor projects for existing facilities such as office buildings, laboratories, manufacturing and production facilities, warehouses, and historic family housing, as well as roads, sidewalks, ramps, stairs, and other surfaced areas.

1. Performs design and engineering on large and complicated projects where there is no relationship to previous precedents, and which involve conflicting issues between economic feasibility and the desire of management.

2. Designs complete projects to include component parts for structural installations and support systems.

3. Develops and reviews designs, plans, specifications, and design analyses for technical adequacy, compliance with Government standards, conformance with best engineering practice, satisfaction of the project objective for alteration, construction, and repairs projects, and makes recommendations for approval or disapproval based on technical merit.

4. Develops detailed design criteria for new construction; major and minor modifications, alterations, renovations, or repairs to existing and new facilities; existing and new machine foundations and other specialized equipment support systems.

5. Devises plans and methods for meeting the project objective and develops design criteria applicable to the project.

7. Prepares plans and specifications for in-house and contract projects involving construction of new facilities and modification or renovation of existing facilities.

8. Prepares preliminary plans showing size and location of building and other overall plans such as machine layout, office space, rest rooms, storage space, elevators, electrical systems, heating, and air conditioning systems.

9. Accumulates technical engineering data and writes specifications for the facilities to support machinery and equipment, etc. These plans and specifications are completed in the form of drawings and descriptive specifications.

10. Operates personal computer equipment in the development of plans and specifications, utilizing established software systems to generate or edit specifications and perform general engineering computations.

11. Prepares project cost estimates, drafts change orders, supplemental agreements, findings-of-fact, and Independent Government Estimates as needed for each project.

12. Collaborates with other engineers (mechanical, electrical, etc.) contributing data in the field of civil engineering.

Minimum Requirements:

1. Broad professional knowledge of, and skill in applying, a wide range of engineering theories, concepts, principles, standards, and methods with particular emphasis in the construction and civil engineering fields sufficient to:

  • Experience with structural (concrete) and construction engineering.
  • originate, assess, and provide advice on construction designs, engineering drawings, hydraulic designs, and soil and foundation mechanics.
  • evaluate, advise on, oversee, and/or direct contracted work to ensure its quality and compliance with plans, designs, and specifications.
  • conduct studies and develop plans, specifications, and construction requirements such as schedules, costs, labor, and materials.
  • determine adequacy and validity of contractor data and compliance with safety requirements.
  • track progress and status of projects and contractual change orders using various reporting mechanisms.
  • negotiate cost of minor changes with contractor representatives
  • anticipate, evaluate, and resolve problems and issues affecting the quality, scheduling, budgeting, or progress of work performed in completing projects.

2. Bachelor’s degree (or higher degree) in Civil Engineering through the Accreditation Board of Engineering and Technology (ABET).

3. Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.

4. Must have a valid and active United States Driver’s License.

5. Must be able to obtain a Common Access Card (CAC).

6. Must be able to speak, read, and write English.

7. Must have the ability to meet physical demands associated with and/or pass and maintain any medical requirements.
