Job Description
In this role, you will be responsible for overall Operation technical innovation, differentiation, and strategy to include technical solutions for priority captures and technical performance on major programs. Other responsibilities include program excellence actions and readiness reviews for captures.

Our Government Health & Safety Solutions (GH&SS) business is helping to modernize Information Technology (IT) infrastructure, systems, engineering, and security across Health and Human Services (HHS), the Centers for Medicare and Medicaid Services (CMS) and the Social Security Administration (SSA) by offering transformative mission-focused IT, rapid and secure software solutions, managed services, engineering services, and cybersecurity solutions. Some travel required.

Primary Responsibilities
•Participate in the definition and implementation of the long-term technology strategy aligned to the Operation, Group, and Corporate technology strategy, and the Operation, Group, and Corporate goals
•Meet with current and potential customers to demonstrate the company's credentials at solving problems with technically-sound solutions
•Closely partnering with Operation management to ensure the Operation’s technology strategy is aligned with the organization's strategic plan and is reflected in the business development plans, along with active participation in ongoing Operation strategic growth campaigns
•Enable integration with the broader IR&D and drive new and developing technologies into existing programs
•Consult with business leadership on potential solutions to customer’s recognized and unrecognized problems and barriers
•Exercise technical leadership in the Capture Process to include shaping technological differentiators, workshop participation, writing and reviewing proposal material, and providing content to improve our PWin
•Seek partnerships with strategic suppliers, renowned universities, and research institutions to increase learning opportunities; sponsor research projects that take GH&SS Operation solutions to the next level, and where possible, showcase developing technology both internally and externally
•Be the chief collaborator for all technical matters internal and external to the operation and to any other organization within Leidos
•Responsible for identifying new technical talent, and the development and mentoring of a set of mid to senior level technical staff
•Responsible for management and deployment of key technical talent

Basic Qualifications.
•Bachelors/Master’s degree in a Technology, Enterprise Information Technology (IT), Engineering, or Cyber Technology field with 10+ years of related experience
•Prior technical roles within similar organizations with growing duties and responsibilities
Strong knowledge of health IT market, standards, technologies, products and competitors
•Demonstrated experience driving innovation into existing mature businesses
•Demonstrated experience in anticipating customer needs and technology trends to shape new market entries and drive business growth
•Knowledge of foundational technologies such as rapid and secure software development, cyber, and Artificial Intelligence/Machine Learning (AI/ML) with experience in driving such technologies into practical IT solutions
•Enterprise IT domain experience and hands-on technical competence; specifically IT technology related to End User services, Networks, Compute and Storage, Cloud, Application Development using Development - all consistent with the Information Technology Infrastructure Library (ITIL) Framework and System Engineering Best Practices
•Large capture and program experience with technical and programmatic leadership
•Experience with policy formation, performance management, and best practices in Federal industries
•Thought leadership with ability to lead and shape strategic thinking and execution
•Strong oral and written communication skills, along with public speaking skills
•Ability to influence and persuade others, as well as handle difficult negotiations requiring a well-developed sense of strategy
•Ability to mentor, lead, and promote talent
•Significant experience supporting capture activities to include chairing/participating in internal reviews, writing specific sections of proposals, providing preliminary technical guidance for solutions, partnering suggestions, and Basis of Estimate (BOE)/Bill of Materials (BOM)/task cost estimation

Preferred Qualifications
•Knowledge of, and experience with, a large fraction of the Leidos GH&SS Operation customer base and potential competitors
