Maritime Domain Awareness Technical Project Lead (Skillbridge Opportunity)

This position will not be funded until summer 2023 and therefore, Skillbridge candidates are strongly encouraged to apply. Amentum is an Industry Partner of the Department of Defense (DOD) SkillBridge Program.

The position can be in located in the D.C. Metro area or remote.

Help identify and implement new maritime domain awareness (MDA) technologies to protect America’s homeland! Amentum is seeking a Project Manager with maritime sensors experience to lead the requirements generation, concept development, technical demonstration, and systems integration project management process for a research, development, test and evaluation (RDT&E) MDA program supporting the Department of Homeland Security Science and Technology Directorate (DHS S&T). The successful candidate will drive project execution in collaboration with DHS HQ and component staffs, vendors, and other subject matter experts and supporting contract organizations.


Essential Responsibilities:

  • Serve as Amentum project lead for customer MDA-related RDT&E project activities, directly reporting to contract program management.

  • Develop and review technical assessments of emerging MDA technologies and systems.

  • Develop and review capability gap and requirements generation activities and related project documents.

  • Liaise with vendors and other program subcontractors to develop, execute, and assess technology demonstrations and evaluations.

  • Develop and review technical description documents and test and evaluation plans.

  • Develop and review system integration activities and related project documents.

  • Ensure project compliance with performance, budget, and schedule requirements.

  • Review performer/vendor’s technical documentation for accuracy and completeness.

  • Provide maritime sensor subject matter expertise to help guide all project execution issues.

  • Advise program management team on matters affecting project success, schedule and cost impacts, and develop project recovery plans as required.

  • Represent the organization in meetings and conferences as required.

  • Review engineering performance on the project to ensure quality, conformance with conceptual design, and completeness of engineering tasks.

  • Develop purchase requests and track project contract acquired property from delivery through final acceptance by government.

Min requirements:

  • U.S. Citizen

  • Must be able to pass DHS entry of duty (EOD) requirements including background investigation for DHS suitability with the ability to obtain and maintain DHS suitability and a Public Trust security clearance to start

  • Bachelor’s Degree

  • At least 7 years experience with DHS and/or DoD and major systems or programs

  • Experience working independently, or as a team member, to solve project/engineering/scientific problems.

  • Work location in the continental U.S.

  • 3+ years experience with maritime sensors (radars, EO/IR, etc.)

  • Excellent interpersonal communication, organizational and analytical skills

  • Proficiency with developing schedules, work break down structures (WBS), word-processing, spreadsheets and integrated software applications

  • Travel may be required

Preferred quals:

  • PMP Certification

  • Active Secret or Top Secret clearance

  • Master’s degree in a technical discipline

  • 3 plus years of relevant experience working with DHS Science and Technology (S&T), DHS Components including U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) and/or U.S. Coast Guard (USCG)

  • Solid understanding of multi-sensor environments and integration of such systems including communications backhaul and common operating pictures (COP) for the autonomous tracking, identification, and classification of items of interest in the maritime domain

  • Familiarity with maritime domain awareness capabilities and how to meet system objectives including effective range, detection performance, and multimodal communication and networking technologies

  • Experience with the integration and field testing for a variety of sensor modalities

  • Demonstrated experience working with multiple government, contractor, subcontractor, and equipment supplier stakeholders to complete projects in compressed timeframes
