Overview:
Directly supervises assigned subcontractor tradesmen/personnel and evaluates the performance of subcontractor work force to include applicable maintenance and operational standards in Electric, Air Conditioning, Plumbing, Carpentry and Masonry in minor construction projects.

Major Duties & Responsibilities:
Directly supervises coordinates and evaluates the performance of the subcontractors personnel in the construction and installation of air conditioning, plumbing (water and sewage lines and fixtures), masonry, carpentry and related fields. Ensures subcontractors compliance with subcontractor terms and conditions, appliance standards and Vinnell directives to form the basis for subcontractor payment. Takes corrective actions for non-compliance and substandard performance or reporting it to the Manager, CSD-ER and Site Service Branch. Provides supervision, guidance job techniques, and task standards and install work ethic in subcontractor personnel. Instructs subcontractor foreman in management techniques and their local application to the multicultural work force. Ensures the application of Western health, safety and construction standards in the performance of all subcontract work. Reviews subcontractor progress payments to insure accurate compliance with the level of work authorized and performed during the period. Trains subcontractor workmen, as required. Coordinates supply requisitions and conducts inventory of contractor furnished tools and equipment. Prepares various technical and administrative reports. Direct preventive maintenance program for all Vinnell facilities. Responsible for accountability and maintenance of all assigned property. Performs other mission-related tasks as required and as directed. Supervisory Responsibilities: Subcontractor personnel compliance with the contractual requirements, construction drawings, and safety requirements. Acts under the general supervision of the Manager CSD-ER. Performs to a large extent under own responsibility with some choice of methods.

Minimum Qualifications:

Educational Level: High School graduate. Associate degree and engineer background with Advanced Engineer NCO Course preferred.

Experience: A minimum of six (6) years experiences in construction or equivalent combination of education and experience.

Specific knowledge, skills, ability, and requirements: Maintenance, repair and operation of electrical systems, A/Cs, plumbing, carpentry and masonry. Ability to use the U.S. Codes. Knowledge of supply, engineering principles, and facilities work control management. Supervisory planning and management of a multicultural subcontractor workforce. Ability to observe work-in progress, recommend changes/corrections and document same in the form of performance reports. Ability to communicate effectively in English, both orally and in writing.
