Job Summary

SURETY

This position is designated as an unescorted access position and is subject to the requirements of the Unescorted Access Program. As a condition of employment, candidates and incumbents must favorably complete a personnel security investigation, urinalysis testing, respiratory screening, and must meet and maintain personnel suitability and reliability requirements established by the PCD Commander.

MAJOR RESPONSIBILITIES / DUTIES / TASKS

  • Perform all work safely and with the utmost concern for the safety of self and other employees.
  • Perform all work in compliance with environmental permits and regulations.
  • Perform all work in compliance with regulations, plans, policies and procedures.
  • Be at work when scheduled and maintain a good attendance record.
  • Eliminate or control physical conditions or other factors that pose unnecessary risks to personnel health and safety through direct exposure to chemical agent hazards by performing behavior-based safety observations and surveillance.
  • Conduct observations and assessments of PCAPP activities to ensure compliance with Safety, Surety, and Environmental regulatory guidance.
  • Conduct performance verification activities which may involve starting new processes and restarting of existing processes. Verify procedure compliance, conduct of operations compliance and provide feedback as needed.
  • Develop knowledge of applicable Federal, State, DOD and PCAPP standard operating procedures and pass oral certification board within 1 year in position.
  • Coach/Mentor and reinforce PCAPPs standards in a positive and constructive manner to help improve teamwork and morale.
  • Review work documents (e.g., procedures, work packages, etc.) and associated support documents (e.g., job hazard analysis, etc.) to ensure organizational and facility requirements are met and the documents work together as written.
  • Attend associated Pre-Job Briefings to ensure appropriate level of detail is discussed for scheduled activity.
  • Observe field performance to ensure that work documents can be performed as written, appropriate level of detail is captured in the work documents(s) commensurate with the risk and complexity of the activity, and that personnel understand the requirement to stop if a work document cannot be performed as written.
  • Perform observations and assessments of all Plant activities and provide immediate and sometimes critical feedback to employees to improve Plant performance.
  • Perform routine performance observations/assessments and data input to create conduct of operations metrics for tracking and trending.
  • Collaborate with Operations, Maintenance and Operations Support personnel to improve conduct of operations.
  • Provide performance improvement training, briefings and information to site personnel.
  • Exercise discretion and use independent judgement, e.g., pause work as needed for the safety of personnel and Plant operations, interpret Plant procedure and work documents and reinforce Plan policies or operating practices.
  • Principle advisor to the Conduct of Operations Supervisor for all Plant conduct of operations issues and cultural improvements.
  • Assist with the execution of Conduct of Operations Improvement Plan.

Compensation & Benefits

HIRING SALARY RANGE: $87,988 - $112,368

(Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)

This position includes participation in the PCAPP Employee Retention Incentive Benefit Plan, which provides a financial incentive encouraging personnel to remain employed by Amentum at the PCAPP project through a specified timeframe provided qualifiers are met.


Minimum Requirements

REQUIREMENTS / SPECIFICATIONS

Basic Qualifications:

  • High school diploma/equivalent and 5 years’ experience in recognized compliance position preferably in demil, hazardous waste processing, nuclear, power plant, chemical, petrochemical, military, emergency services or refinery operations.
  • Must be a US Citizen or naturalized citizen able to obtain and maintain PCAPP site access.
  • Must be computer literate in common software applications and able to operate general office equipment.
  • Must be 18 years of age or older.
  • Must be willing to work overtime, varying hours and/or rotating shifts.
  • Must be willing and able to work in an industrial environment that is in close proximity to and/or in a chemical demilitarization facility.

  • Must be able to work in a field environment.
  • Ability to prepare high quality, comprehensive and error-free documents and reports.
  • Excellent decision-making skills and the ability to make timely decisions based on limited information.
  • Must be detail oriented and have ability to solve complex problems and understand the impact of decisions on the operations of the facility.
  • Ability to understand regulatory/permit requirements and prepare documents that satisfy all requirements.
  • Excellent organizational skills and the proven ability to communicate clearly in writing and verbally.
  • Demonstrate leadership and interpersonal skills.
  • Demonstrated ability to coach/mentor and reinforce plant standards in a constructive/positive manner to plant personnel.
  • Ability to conduct observations/ perform assessments, provide immediate coaching/mentoring to plant personnel.
  • Ability to accept and implement guidance with minimal assistance.
  • Demonstrated knowledge of technical plan preparation and data quality objectives.
  • Demonstrated ability to assume responsibility for completing projects with minimum supervision.

  • Direct chemical agent demilitarization compliance experience.
  • Experience with chemical safety and industrial hygiene.
  • Conduct of Operations experience.
  • Reference knowledge of applicable Federal, State, DOD and site standard operating procedures.
