Operations Support Specialist

The Operations Specialist job family is responsible for all activities relating to operations and maintenance associated with plant equipment and systems. The Operations Specialist will be directly responsible for supporting, planning, and coordinating operations and maintenance activities associated with assigned plant equipment and systems. The Operations Support Specialist prepares and maintains Operations team metrics, tracks performance of work observations, and coordinates issues management tasks and systems, including Corrective Action Management, and Project Action Items. This position will include supporting all operations efforts for the facility.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Perform all work safely and with the utmost concern for the safety of self and other employees.

  • Perform all work in compliance with environmental permits and regulations.

  • Perform activities and meet the goals and objectives established by the facility management organization

  • Represent Plant Operations for interfaces with other project organizations on issues affecting operations.

  • Develops and maintains Operations team metrics and communication products using Excel, Power BI, SharePoint, PowerPoint, Publisher, and Visio 08/09/21

  • Develops scenarios, schedules performance, and supports conduct of operational drills

  • Manages Plant Management interfaces with Corrective Action Management system, Project Action Items, and other issues management tools

  • Demonstrate an understanding of system design and operation, including environmental, safety, and health aspects and regulatory conformance through completion of assigned qualifications

  • Review safety basis and environmental permitting documents to ensure that requirements can be successfully implemented in program documents.

  • Support implementation of project wide initiatives affecting plant operations personnel and resources.

  • Create plans for Plant Operations readiness to operate WTP facility systems, structures, and components.

  • Review implementation of system operating manuals, emergency response procedures, and other operational documents and ensure that they can be effectively implemented by operating staff.

  • Develop facility related procedures, work instructions and training materials and support training implementation

  • Perform Facility walkdowns to support operational needs. • Identify deficiencies and initiate corrective actions as needed.

  • Perform assessments and surveillances as assigned • Ensuring the standards set by the conduct of operations procedures are upheld in the planningand performance of all facility activities

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safetyand quality in the performance of work in order to protect self, others, and the environment

Education: High School Diploma or GED. Associates Degree in engineering or science or equivalent education desired. Associates Degree in engineering or science may be substituted for two years of experience. Bachelor’s Degree in engineering or science may be substituted for four years of experience.

Experience: 8 years of experience in the area of expertise and/or a combination of startup/ operations/maintenance of nuclear or high hazard waste treatment facilities. Knowledge of DOE operating policies, rules and regulations, and knowledge of industry codes and standards in the area of expertise desired. A working knowledge of Conduct of Operations, development and maintenance of Operations metrics is highly preferred. An advanced knowledge of Excel, Power BI, PowerPoint, SharePoint, and other reporting tools highly preferred. A working knowledge and operation of remote/field/control room systems such as mechanical systems, pumps and fluid systems, electrical systems, cranes and hoists, process jumpers, remote waste handling equipment, power manipulators, and instrumentations, lifting hardware, etc. and associated inspection requirements is highly preferred.

May supervise assigned personnel, and includes assigning complex work, setting work priorities, and evaluating and training them

Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $107,462.78 - $169,763.78 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
