ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as an Office and Financial Manager in Mogadishu, Somalia. This position will be responsible for managing financial, accounting, and purchasing aspects (including vehicle fueling, maintenance, and repair decisions) of local procurement actions, coordinating entry and expiration of host nation mentee Leahy vetting, tracking host nation mentee stipends, intaking and tracking of program and donated equipment for location and serviceability, providing team IT device and software support, and providing general administrative support to members of the CT Advisory Team. The Office and Financial Manager liaises with locally contracted vendors and coordinates the provision of services for the CT Advisory Team.

JOB DUTIES AND RESPONSIBILITIES:

-Closely track petty cash expenses and invoices that come to the Program Management Office (PMO).

-Negotiate prices for local micro-purchases purchases with Somali vendors.

-Track US purchases for program materials to ensure purchase accuracy and timeliness.

-Collect SPF officers’ biographical data and submit it for Leahy vetting; quality assures, tracks and coordinates all Leahy submissions.

-Maintain quarterly Table of Organization and Equipment.

-Maintain the DOJ/ICITAP’s records of End Use Monitoring for weapons, ammunition, and associated equipment procured by CT for CT-supported SPF units.

-Coordinate and monitor vehicles, equipment and expansion and refurbishment projects for the ICITAP-mentored SPF teams as well as the accounting and distribution of donated items to SPF with a long-term goal of developing the ability of SPF to carry out this function.

-Provide light Information Technology preparation, maintenance, and troubleshooting.

-Assist CTID in developing its capacity for logistical management in support of currently mentored units as part of the nascent administration department.

-Serve as first point-of-contact for program housing liaison and program personnel data maintenance issues including acquisition of Somali work permits.

-Serve as an enhancement and a necessary back-up to the Logistics Officer to execute the many critical financial, contract, billing, and audit responsibilities of DOJ/ICITAP operations in Somalia.

REQUIRED SKILLS AND QUALIFICATIONS:

  • BA/BS degree in relevant field with 10+ years of financial management experience;
  • 5+ years’ experience working in Somalia, Afghanistan, or Iraq;
  • Proven ability to communicate clearly and effectively to accomplish tasks;
  • Experience using Microsoft Office Suite to present complex information in an accessible form to a variety of audiences;
  • Experience providing financial accountability support to U.S. government projects overseas;
  • Demonstrated ability to manage office finances and maintain appropriate financial records;
  • Experience tracking United States government authorizations.

DESIRED QUALIFICATIONS:

  • Experience scheduling and arranging international travel for a large team.
  • Experience or formal training in administration and financial management.
