Amentum is currently seeking an Operations Director to join our Critical Missions Diplomacy & International Development (D&ID) team. This is a hybrid position.

The Operations Director will report directly to the Vice President, D&ID and will be responsible for assisting the VP to accomplish all contractual requirements, manage the labor workforce and effectively utilize all available resources towards the successful accomplish of operational requirements in a contingency environment. The Operations Director will assist and oversee operations across multiple programs and geographical sites and function in a flexible, adaptable, and responsive manner in order to support critical client mission activities.

PRIMARY DUTIES:

Assist the VP, D&ID as follows:

  • Act as the alternate Point of Contact (POC) for contractual or administrative questions that arise related to all contractual issues, as needed, interface with customers across a broad range of U.S. government and commercial services.

  • Assist with the implementation of the LOB Management Plan.

  • Manage multiple program managers (PMs) managing a variety of programs and commercial entities.

  • Assist in managing the business area functions to include the subordinate employees who perform the following:

    • Performance management

    • Quality control

    • Workforce management

    • Resource management

    • Business development

  • Track performance metrics, develop report formats and prepare reports that demonstrate contract performance, for submission to management and the customer.

  • Establish milestones and monitor adherence for on-time submission of contract deliverables and adherence to master plans and schedules.

  • Ensure that the quality control section performs effectively and in accordance with all programmatic quality control plans.

  • Assist with the oversight of program budgets as well as the requisitioning and inventory control of parts and equipment to support contract operations.

  • Monitor cost controls, financial reports, budgeting, and overall operating costs.

  • Ensure continuity of support during Amentum personnel changes.

  • Oversee the coordination of work priorities and monitoring of methods, procedures, and programs.

  • Review business systems administration, resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.

  • Recommend, develop, implement, establish and enforce procedures and programs to increase efficiency and improve cost effectiveness across all programs and services.

  • Assist with developing basis of estimates and management solutions that form the basis for Amentum to respond to requests for proposals from government and commercial clients.

  • Identifies program problems, develops and recommends solutions to include the re-allocation of resources or the requirement to request changes to contractual specifications.

  • Responsible for coordinating subordinate employee recruitment, selection, training, performance assessment, work assignments, salary, and recognition and/or disciplinary actions.

  • Serve as the alternate on-site point of contact for formal discussions with subcontractors, including frequent interaction with the intent to sustain and foster positive relations.

  • Key responsibilities include adherence to company and government processes, regulations, and statutes.

  • In the absence of the VP, D&ID acts as his/her representative.

QUALIFICATIONS:

  • Minimum of 10 years of experience in supporting logistics, operations and maintenance services with a minimum of five years of experience supporting expeditionary operations.

  • Two or more years of international experience in challenging locations, preferably in Africa and the Middle East. International experience in Europe and Asia Pacific required.

  • Bachelor’s degree.

  • Demonstrated capabilities to responsibility manage multi-million dollar budgets and a large subordinate work force.

  • Demonstrated experience with the successful management of subcontractors in multiple sites, in geographically dispersed locations.

  • Ability to evaluate program financial effectiveness; develop/maintain financial control mechanisms, and manage a multiple line item budget.

  • Ability to collect, analyze and summarize data and to prepare clear and concise reports.

  • Possess excellent communication skills, both oral and written.

  • Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures.

  • Exercise sound judgment and make decisions independently.

  • Excellent ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment.

  • Department of State (DOS) and Department of Defense experience preferred.

  • Must be able to obtain and maintain a United States security clearance.

REQUIRED:

Education: Must have a bachelor’s degree in administration, international relations, business management or engineering (or related disciplines) from an accredited institution or demonstrable related job experience equivalent to the same.

It is essential to have extensive experience and knowledge of business and management principles involved in strategic planning, resource allocation, human resources, leadership, service delivery methods, and coordination of people and resources.

Language Skills: Strong, professional, oral and written English communication skills. Additional language skills are welcome..

Additional requirements

  • Experience working in an approved contractor purchasing system environment is desirable.

    • Working knowledge of Federal Acquisition Regulations is highly preferred

    • Ability to travel to international locations with short notice is required

    • Capacity to understand information systems and databases

  • Ability to prioritize workload and meet deadlines

  • Skills: Demonstrated extensive experience with Microsoft Office software to include Excel, Word, PowerPoint], Visio and Projects. Costpoint experience is required

  • Other Requirements: Travel to OCONUS locations may be required. Such locations include Middle East, African countries which are considered austere and Europe and Asia Pacific locations.
