Job Summary

The Proposal Director directs marketing, administration, strategic planning, budgets and proposal development.

Principal Accountabilities

  • Develops and executes business and proposal development objectives within established budgets to reach determined goals
  • Directs and manages people, facilities, material, and financial resources to achieve company strategic and tactical new business objectives
  • Acquires follow-on business associated with established programs or supporting new business development by determining business strategy, program identification, bid and proposal estimates, strategic plan development and proposal development.
  • Directs the proposal development process to include capture/proposal management, education, training and policy for the success of acquiring follow-on or new business.
  • Directs proposal development managers, writers and technical specialists, including publications facility personnel, in the conceptualization, development, formulation, fabrication and publication of complex technical proposals in response to public and private business solicitations.
  • Develops and sustains customer interface for new or re-compete programs.
  • Delegates authority and responsibilities to subordinates to ensure that each proposal project works toward maximum potential.
  • Performs other qualified related duties as required.

Knowledge & Skills

  • Complete understanding of proposal development that includes contract cost and pricing principles that translates efforts in acquiring new and follow-on business.
  • Effective leadership, excellent communication and interpersonal skills.
  • Extensive knowledge of Department of Defense (DOD), U.S. Government structure and agency acquisition procedures and policies for identifying and developing potential business opportunities.
  • Strong computer skills desirable.

Experience & Education

  • Bachelor’s degree in an associated discipline. Two (2) years experience in accounting/marketing or related field can be substituted for each year of the four (4) years of college.
  • Twelve (12) years in business development environment or closely related position. At least seven (7) years in extensive proposal development preferred.

Physical Requirements/Working Environment

  • Works in normal office environment with controlled temperature and lighting conditions.
  • Must be able to work extended hours, often with short notice, to meet deadlines. Extended hours may include late nights, early mornings, weekends and holidays
  • Demonstrate ability to work efficiently under conditions of multiple deadlines and changing priorities to produce a large volume of high-quality material with attention to detail
