Lead Novartis policies and objectives involving state and local government affairs, including maintaining and nurturing relationships with government, associated authorities, and all committees legislatively represent and protect Novartis interests. <br><br>2. Defend the company against governmental actions that adversely affect patient access to medications, and, to enhance delivery of medications to patients through laws, rules, and regulations. <br><br>3. In addition, you will allocate time toward prescribed priority states and will fashion a localized plan to achieve outcomes that both protect and enhance the company’s goals and objectives. <br><br>4. Further, you will be the face for Novartis before key state decision-makers and lead analysis of proposed legislative actions, determines the potential impact on the organization, develops responses, monitors legislative and regulatory activities, and promotes company market position.<br><br>Major accountabilities include for you to: <br><br>- Lead, develop, and implement multi-state plan that supports Novartis business and policy objectives. Lead varied cross-functional and multi-disciplinary teams.<br><br>- Identify and analyze legislation that may affect Novartis’ business, as well as propose language and strategies to amend and improve legislation.<br><br>- Shape, represent, and advance Novartis legislative, policy and alliance strategic objectives through organization membership and participation with key partners. Identify and build strategic alliances with key state/local policy stakeholders, professional societies, patient advocacy groups and third party organizations.<br><br>- Drive access of Novartis medicines (in government and non-government programs) through work with State legislators, Insurance Commissioners, Medicaid Directors and State Exchanges to ensure policies that allow for the opportunity for access to our products.<br><br>- Persuasively communicate Novartis positions on relevant public health, economic, and clinical issues to key internal and external partners, alliances, and to key Government individuals.<br><br>- Identify legislative risks and opportunities for the Novartis portfolio and corporate business and develop and implement strategies to mitigate risks. Identify and coordinate economic development activities with state government on behalf of facilities and divisions, as well as opportunities to improve the tax and tort climates in a state.<br><br>- Lead regional PAC activities and support the promotion of the PAC among cross-divisional colleagues.<br><br>- Execute a plan for providing political contributions to candidates who understand the substantial risks associated with creating and delivering innovative medications.<br><br>- Manage contract counsel in certain states to ensure Novartis’ goals and objectives are accomplished.<br><br><br>[#video#{#400,300#}#/video#]<br><br><br>Vaccine Policy (customer-facing roles only): While Novartis does not require vaccination for Covid-19 or proof of a recent negative test result for Covid-19 at this time, employees working in customer-facing roles must adhere to and comply with customers’ (such as hospitals, physician offices, etc.) credentialing guidelines, which may require vaccination.
