Job Summary

Purpose and Scope:

Plan, organize, coordinate, and establish environmental, health, and safety programs for the ASSC Contract on Vandenberg Space Force Base. These duties include promoting a safe and healthy work environment; assuring compliance with local, state, and federal regulations and submitting all required reports in a timely manner; designing, installing, and maintaining the essential written programs and documentation; developing, maintaining, and monitoring results-oriented EHS initiatives that facilitate a reduction in our rates; articulating the importance of safety and health and creating and presenting effective EHS training programs to educate our workforce; and serving as the on-site consultant to management for all EHS issues

Essential Responsibilities:

  • Monitors the workplace environment by analyzing work processes, materials, equipment and the work habits of employees and ensures appropriate corrective action is taken where hazards exist.
  • Develops and oversees EHS training programs for employees in areas such as employee-right-to-know, hazardous material handling, emergency response, industrial hygiene, and life safety.
  • Plans and schedules work to meet deadlines established by others to ensure the completion of several related tasks. Uses judgment in data analysis to develop and design solutions to difficult health and safety problems.
  • Performs traditional EHS duties such as job safety analyses, health and safety training, workplace incident investigations, workplace safety inspections, field operation supervision and internal audits.
  • Chairs the Safety Working Group monthly meeting and publishes the notes.
  • Serves as a resource to management on matters relating to occupational health and safety compliance, fire protection and loss prevention.
  • Serves as a member for the facilities emergency response team, provides necessary training and support.
  • Serves as a member of the projects Process Safety Management (PSM) Team in accordance with 29CFR 1910.119.
  • Trains employees and customers in PSM awareness for Hypergolic Storage Facilities.
  • Develops, maintains and provides employee training regarding the sites Emergency Response Procedures, and conducts periodic drills to ensure preparedness for potential emergencies. Responsible for the maintenance of the facility’s Emergency Response and Fire Plans.
  • On call for Health and Safety emergencies as well as the Safety representative to the Vandenberg Emergency Response program.
  • Conduct reviews for facility modification, PPE purchases, new equipment development and modification, and equipment/machinery purchases as required.
  • Preparation of reports, submission of permit applications and licensure activities related to site operational activities.
  • Serves as the company liaison with base personnel, OSHA, fire departments and local, state and federal regulatory agencies.
  • Works under very general direction from the Engineering & Safety Supervisor, and independently determines general approach and specific solution to difficult problems. Work is reviewed upon completion for adequacy in meeting stated objectives.
  • Selects and applies professional health and safety principles, theories and concepts and uses independent judgment to develop and design imaginative, thorough and practical solutions to difficult health and safety issues.
  • Coordinates the monitoring for employee exposure to chemical and other toxic substances, including performing Industrial Hygiene (IH) sampling and supporting the activities of contract Industrial Hygienists, chemical spill remediation specialists, and safety consultants as required.
  • Assists in conducting ergonomic risk assessments and making appropriate corrective action recommendations.
  • Serves as the technical resource to the various Safety Committees.

Minimum Requirements

  • Bachelors degree, or equivalent years experience, in Occupational Health and Safety, or related field.
  • Five years Health and Safety with both hands on and program management experience.
  • License and Certification: The final candidate must be a US citizen for the successful processing of a security clearance if mandated by the US Department of Defense.
  • Ability to navigate and interpret OSHA regs, fire codes and applicable regulations.
  • Expected to function with little direction and be able to independently drive complex projects to completion.
  • Mastered the technical skills necessary to perform traditional Health and Safety duties.
  • Ability to successfully manage multiple projects and daily responsibilities.
  • Excellent written and oral communication skills. Ability to discern and appropriately communicate sensitive issues.
  • Solid knowledge of OSHA regulations and the Worker’s Compensation state law.
  • Demonstrated knowledge and application of ergonomics.
  • The ability to analyze issues, develop solutions, and effectively implement them.
  • Self-initiative and the ability to perform the functions with minimal supervision; and a creative and innovative spirit.
  • Knowledge, understanding and working familiarity with SPFCMAN 91-710, OSHA Process Safety Management (29CFR 1910.119) and Federal, State, and Local health and safety regulations.
  • Strong computer proficiency including MS office applications (Excel, Outlook, Access, Word, PowerPoint)
