Job Summary

Purpose and Scope:

Provides high level effective HR administrative support to the GMS employees working on the Global Prepositioned Materiel Services (GPMS) program, ensuring that all GMS employees are paid correctly, on time and that all related GMS HR matters are dealt with promptly. Works closely with program leadership to gain feedback on how to improve processes, execution and the overall relationship with GMS.

Essential Responsibilities:

  • Serves as an internal resource to solve more difficult problems related to functional HR areas.
  • Develops and/or recommends new GMS policies, practices, and programs to meet management and employee needs.
  • Maintains knowledge of GMS Human Resources policies and procedures applicable to area of responsibility.
  • Partners with business groups determining customer needs
  • Partners with business groups on hiring needs and serve as a liaison for successful posting, hiring, and orienting new GMS team members.
  • Supports a variety of Office and HR activities for the designated program.
  • Serves as point of contact for managers and employees, as needed regarding GMS employee relations issues.
  • Ensures proper training is being completed.
  • Ensures execution of benefits enrollment.
  • Creates and maintains GMS HR files and updates the information system in accordance with Standard Operating Procedures.
  • Validates and prepares GMS Employment Contracts and HR-related documents.
  • Position may be assigned to a specific targeted business area and may require additional or specific job duties which are not aforementioned. Additional duties may include:
    • Tracking and reporting on various aspects directly impacting revenues and expenses, preparing billing, auditing time records, and overseeing facility and vendor/supplier services and performance
    • Maintains and tracks costs and performances on contract.
    • Collects time sheets, payroll/labor accounting, prepares billing, oversees personnel records, responsible for facility administration, and represents company to vendors and suppliers.
    • Manages and reconciles debit cards, vehicle, and aircraft fuel credit cards.
    • Verifies employee timesheet information. Keys and assists with preparing payroll for employees.
    • Reconciles all customer billing invoices. Audits billing invoices. Tracks invoice billing and communications within Company regarding billing and invoices.
    • Manages and reconciles travel invoices, bank checking accounts, petty cash fund, and special events.
    • Answers and responds to phone/fax/email inquiries from customers, Company, employees, and the like.
    • Ensures proper maintenance of contract requirements and information in the contracts system.
    • Perform all other position related duties as assigned or requested.

Work Environment, Physical Demands, and Mental Demands:

Works in a normal office environment with controlled temperature and lighting conditions. If traveling OCONUS, possibly requires working in a hot climate in potentially austere conditions that could be remote and uncomfortable. Depending on assignment, personnel should be aware of moving on short notice and under adverse conditions.

Minimum Requirements

Minimum Position Knowledge, Skills, and Abilities Required:

  • Four (4) to six (6) years of experience in Human Resources environment.
  • Bachelor’s degree in Human Resource Management preferred
  • Associate degree required.
  • Two (2) years of experience in Human Resources may be substituted for each year of the associate degree.
  • Advanced knowledge of Human Resources functions.
  • Experience working in a customer oriented professional environment.
  • Proven organization skills and demonstrated ability to prioritize multiple tasks while maintaining timeliness and accuracy.
  • Demonstrated ability to meet goals while working under limited supervision.
  • Must be able to handle confidential information and exercise discretionary judgment.
  • General computer skills, including spreadsheets, PowerPoint and HRMS.
  • Demonstrated record of accomplishments in applying HR concepts to difficult and complex assignments.
  • Knowledge of German Labor Law
  • Must speak, read, and write both German and English

Preferred Qualifications

  • Federal government contracting industry experience is highly preferred.
