Position Summary:

Supervise and manage the activities of the Marine Systems Branch based out of leased facilities (from the State of Hawaii) at the Port Allen Harbor. These include shore-based offices, a workshop, supply and HazMat storage and two US Navy furnished vessels that primarily support launch and recovery operations in the PMRF Op Areas.

Major Job Activities:

• Plan, schedule, and oversee all activities of personnel assigned to the Marine Systems Department in accordance with Daily Operation Schedules, Maintenance Schedules, and Operations Forecasts as amended by PMRF
• Monitors and reviews employee performance. Provides honest feedback on all Marine Systems Branch employees, positive or negative as appropriate.
• Attends and participates in various Operational Scheduling Meetings, Configuration Control Board Meetings, Operation Briefs, Program Presentations, Hot-Wash, and Lesson Learned meetings etc. Ensures key personnel assigned to the Marine Systems Branch attend the same sessions as required.
• Assists in the planning and coordination of long-range operational project support involving Marine Systems participation to assure ability to meet planned customer requirements. Propose alternative actions to resolve identified conflicts
• Monitor proficiency levels of Marine Systems Employees, particularly those who support potentially hazardous work, such as weapons recoveries, to ensure their skillsets remain current at all times. Coordinate additional training opportunities for support crews during periods when normal range ops-tempo is slow
• Schedules and coordinates required training for employees to attain and maintain required certifications for the various positions staffed in Marine Systems and other training required, ensuring that all Performance Work Statement requirements are met, to include Merchant Mariner Training requirements.
• Interfaces and coordinates Marine Systems Branch activities with designated Government Task Managers and Koa Lani Management to ensure mutual awareness of the Marine Systems status and planned activities
• Administers the Security and Safety programs for the Marine Systems Branch, keeping Senior Management, HRO, FSO, and EH&S Manager are immediately notified and kept appraised of all issues, Enforces project work and safety rules
• Develops, maintains and enforces, all Procedures relevant to the Marine Systems Branch
• Participates in the planning, scheduling, and monitoring of Marine Systems related system overhauls, modifications or upgrades
• Prepares and submits. status reports and other technical reports such as Contract Data Requirement Listings (CDRL), as required, with-in assigned deadlines
• Ensure assigned employee required reports are complete and submitted on time
• Support IDIQ TI Proposals, Contract Mods and negotiations as required
• Act as the direct POC to Communicate with Tug Boat companies to acquire quotes and support capability as a part of the TI proposal process
• Oversees all procurement activities of the Marine Systems Branch (Purchase Request, VISA, Travel; Petty Cash, Check Requests, and Issue Slips) and ensures compliance with all Customer, Corporate and Project policies
• Perform other duties as assigned by Management

Work Environment, Physical Demands, and Mental Demands:

Primary work location.is an Office Environment based at the State of Hawaii Port Allen Pier-shed with occasional time in port and. at-sea on PMRF assigned boats. Occasional extended work hours and infrequent weekend/holiday activity. Can anticipate occasional calls after hours to coordinate emergent mission change requirements or in response to PMRF Emergency Action direction. Lifting, pushing and pulling: 25-50lbs. Walking or standing, crawling, kneeling or cramped, sitting, work requiring repeated or frequent stair climbing. Environment: Customer contact, extended work day, field assignment & inclement weather.

Minimum Requirements

Education:

• Bachelor’s Degree from an accredited university or university in Business Administration, Public Administration, or Engineering may be substituted for two years of the required general experience
• A Master's Degree in the same disciplines may be substituted for an additional two years of required general experience

Experience:

• A minimum of 6 years’ experience in the conduct of military exercises and T&E events with three years (3 years) experience in a supervisory or leadership capacity is preferred
• 5 years’ experience in a related field, or marine tech school + 3 years’ experience in marine systems preferred
• Project management experience / skills to demonstrate ability to schedule work, oversee vendor support, report accurate work accomplished and to scope future tasking.
• Excellent interpersonal communication skills required
• Must be proficient in report writing, gathering and analyzing statistics, and using Microsoft Office programs, such as Word, Outlook, Excel and Power Point


Clearance:

Secret security clearance is required. Applicants selected must be a US Citizen in order to apply for a Secret Security Clearance. Applicants selected either must currently possess a Secret clearance or will be subject to a Government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment, and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.
