ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a motivated, highly qualified candidate to serve as an Analysis Mentor in Mogadishu, Somalia. This position will be responsible for advising, assisting, training, and mentoring Somali Police Force (SPF) officers in the development, production, and analysis of reports and data to identify crime trends and patterns and provide timely information to improve counterterrorism law enforcement investigations, resource allocation, and enhanced safety in Mogadishu, Somalia.

JOB DUTIES AND RESPONSIBILITIES:

• Mentor SPF Officers to:

  • Develop, produce, and analyze reports and data
  • Disseminate reports and analysis results
  • Identify crime trends and emerging patterns, as well as perform social network analysis of criminal and terrorist organizations
  • Prepare crime information reports
  • Use Analyst Notebook and other information analysis software and tools to depict organizational structures and link relational analysis
  • Perform routine filing and data entry
  • Utilize numerous law enforcement related databases as necessary
  • Directly contribute to intelligence-led proactive law enforcement operations
  • Identify and refine Essential Elements of Information (EEI) requirements.

• In addition, Analysis Mentor will:

  • Participate in Somalia-based working groups
  • Deliver reports and specialized papers as directed by the Mission Advisor and/or Deputy Program Coordinator
  • Review and recommend edits to SPF policies and SOPs
  • Conduct briefings for the SPF and members of the US Embassy community
  • Collect, analyze, and report in a timely fashion periodic analytical program statistical data for DOJ and Department of State entities.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Bachelor’s degree from an accredited college or university, or significant military or government experience in the intelligence field
  • Fifteen (15) years’ experience in intelligence analysis for law enforcement
  • Proven experience in counterterrorism investigations, major case management, and coordinating law enforcement and analytical operations
  • Demonstrated experience in international development and capacity building projects, including direct mentoring and/or training, in resource-limited environments.
  • Significant international experience, operational or capacity building
  • Experience working in an area of conflict, such as Somalia, Afghanistan, or Iraq
  • Proven experience in human source development, vetting, and operation in a high-threat environment
  • Ability to understand and analyze police reporting and activity collection
  • Ability to effectively present information in written and oral format to individuals and small groups
  • Ability to establish and maintain effective, professional working relationships
  • Ability to work independently and with little oversight, to include the initiative to identify and resolve routine problems quickly and effectively
  • Ability to generate professional presentations, spreadsheets, formulas, charts, and reports in Microsoft Suite products.

DESIRED QUALIFICATIONS:

  • Experience with I2 software or other data analytical software
  • Experience or formal training in detecting and defeating the Insider Threat
  • Experience working in intelligence/analysis capacity-building
  • Experience working in a long-term foreign assignment for a government, such as an Embassy, Diplomatic Mission, military deployment, or other formal entity.
  • Experience in combining multiple fonts of criminal and terrorist information, to include forensic analysis, surveillance reports, financial analysis, human source reporting, and other data analysis into integrated, intelligence-led operational reports.
