INTRODUCTION

This position serves as administrative and strategic program resource support under the Management and Strategic Resources (MSR) unit, providing support to the regional programs within the Regional Operations unit of the International Criminal Investigative Training Assistance Program (ICITAP). ICITAP works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism.

ICITAP supports both national security and foreign policy objectives. ICITAP works in close partnership with the U.S. Department of State, the U.S. Agency for International Development, and the Department of Defense. ICITAP programs are designed in partnership with the host countries, and program implementation methods include pre­ program assessments; program planning, management, and review; curriculum development; classroom training, seminars, and workshops; internships and equipment donations.

MAJOR DUTIES AND RESPONSIBILITIES

  • Is responsible for assisting the regional programs with administrative, personnel, financial, travel, policy, training, and procurement support which requires MSR review and approval.
  • Establishes and maintains effective working relationships with the regional operations staff which increases the ability to provide effective administrative support to the staff.
  • Establishes and maintains effective working relationships with the Criminal Division’s administrative staff to ensure ICITAP is in compliance and that program implementation moves forward.
  • Assists the regional staff with all administrative matters as it effects coordination with the various U.S. embassies and other U.S. government officials in the region, when designing and preparing program proposals to meet the goals and objectives of the law enforcement assistance program.
  • Represents ICITAP at all meetings with the Criminal Division administrative staff.
  • Develops and revises administrative policies and plays a large role in policy implementation to ensure strong program management.
  • Represents ICITAP at regional conferences with ICITAP HQ and field staff. Meets with regional staff in-country to discuss administrative needs, recommendations, and policies.
  • Conducts trainings to ensure new hires and existing staff understand policies related to administrative, personnel, financial, travel, policy, training, and procurement support.
  • Researches the Department State policies on overseas travel and allowances and interprets for Criminal Division staff and programs as needed.
  • Works with the Criminal Division’s security specialist to ensure contracted staff meet all security requirements.
  • Performs other directly related duties as assigned.

EXPERIENCE

  • Bachelor’s degree with 2-5 years of related experience.
