Job Summary

Purpose: Responsible for all aspects of Army Prepositioned Stocks – 2 (APS-2) procurement. Provides an effective procurement management program that ensures compliance with requirements and directs procurement activities focusing on administration of prime contracts, subcontracts and procurement. Perform liaison function between internal and external customers.

Positions Reporting to this Function: Procurement Specialist

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to fulfill each essential duty satisfactorily.

  1. Manage/coordinate proposal activities to include developing bid strategies, organizing red team review, and approving proposals for submission.
  2. Participate in long-range planning process.
  3. Conduct procurement training for technical and contract staff.
  4. Responsible for drafting and updating procurement policies and procedures.
  5. Serve as Small Business Representative, responsible for outreach efforts, ensure compliance, and prepare required subcontracting performance reports.
  6. Advise technical personnel on state-of-the-art negotiation strategies to enhance fee performance.
  7. Ensure compliance with governmental law, Company, and divisional policies on contracts and procurement.
  8. Provide interpretation of contracts, organizes or processes correspondence with contracting parties and monitors fulfillment of contractual obligations.
  9. Maintain daily timesheets and daily manning reports ensuring correct times are accurate.
  10. Other duties as assigned.

Minimum Requirements

Qualification & Experience Requirements: The requirements listed below are representative of the knowledge, skills, and/or abilities required.

  1. Seven years of procurement experience and/or sub-contracts
  2. High School graduate or equivalent.
  3. Must be able to meet and maintain all base access security requirements.
  4. Preferred secret clearance
  5. Must be able to meet and maintain all Logistic Information System (LIS) access requirements (Common Access Card).

Specialized knowledge and skills

  1. Must be able to speak, read, write and understand English.
  2. Excellent computer, interpersonal, oral and written communication skills required. Computer skills include a working knowledge of Microsoft Word, Excel and Outlook.

Additional Requirements:

1) LICENSE AND CERTIFICATIONS:

  • Valid driver’s license is required

2) PHYSICAL DEMANDS:

  • Stooping, sitting, kneeling, standing, walking, lifting up to 50 pounds by themselves-51+ with the assistance of another person, touching dexterity (hand and finger), carrying, clear seeing-general, close vision, color perception, clear speech, driving vehicle, moving objects.
  • Ability to perform job duties efficiently and effectively up to a 48-hour work week.
  • Must be able to endure long hours (overtime as required)

3) WORK ENVIRONMENT

  • While performing the duties of this job, the employee is frequently required to walk; sit; use hands to handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. The employee is occasionally required to stand. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. While performing the duties of this job, the employee is regularly exposed to moving mechanical parts; high, precarious places; and outside weather conditions. The employee may be exposed to situations where risk of electrical shock and vibration exist. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of radiation. The noise level in the work environment is usually loud.
  • May be required to deploy on missions on short notice at the direction of the PMO.
