TRAP (Tanks, Racks, Adapters and Pylons) Manager

The TRAP (Tanks, Racks, Adapters and Pylons) Manager is the primary technical interface between Functional Managers assigned at Headquarters, United States Air Forces Europe (HQ USAFE), Air Combat Command (ACC) and the Global Prepositioned Material Services (GPMS) Program Office for specialized United States Air Force (USAF) aircraft fuels systems equipment. The Manager is a direct subordinate to the Chief of Operations and is the theater focal point on all specialized TRAP located at 8 geographical locations across the European Union and the United Kingdom. Applies knowledge of combat applications of TRAP equipment in order to supervise the inspections of TRAP returning from Exercises or combat service, develop repair plans designed to reconstitute the equipment to fully mission capable status, and certify TRAP equipment is suitable for continued combat applications. Provides specialized USAF-specific technical training for TRAP technicians, determines the requirement for specialized training outside the scope of the program, then coordinates detailed training plans with various technical agencies to provide the training. Develops, edits, and submits technical TRAP reports to higher headquarters to include HQ USAFE, ACC, and the US Air Force Supply Chain Operations Wing (SCOW). Ensures compliance DynCorp ISO 9001:2015 Quality Management System (QMS).

Essential Responsibilities:

  • Utilizes specific USAF training and experience to interpret USAF technical data on assigned commodities and develop training, qualification, and certification procedures to ensure technicians can perform complicated repair on specialized TRAP items at multiple sites across the European theater of operations.
  • Functions as the Subject Matter Expert on F-15 and F-16 Aircraft Fuel Tank Systems.
  • Applies knowledge of combat applications of TRAP equipment in order to identify and coordinate unique repairs with Depot and manufacturers to maintain serviceability.
  • Interprets USAF Air Logistics Commands guidance to procure specialized TRAP equipment and spare parts utilizing National Stock Numbers.
  • Analyzes resource needs, personnel, and required equipment for TRAP Departments and coordinates with appropriate internal/external agencies to resolve issues.
  • Develops, coordinates and recommends program level TRAP plans and operations policy IAW the PWS.
  • Plans, develops, and implements procedures for all TRAP technical work.
  • Coordinates, monitors, and assures the accuracy of all reports, computer transactions and other outgoing correspondence concerning TRAP functions.
  • Reviews Contractor developed material for consistency with management and contractual compliance.
  • Identifies and coordinates specialized training requirements that must be provided through outside sources.
  • Ensures TRAP departments have sufficient staffing to receive, secure and safe store, account for, inventory, deploy, maintain, reconstitute, overhaul, and dispose of assets in accordance with the PWS.
  • Responsible for timely coordination of all USAFE peacetime and contingency TRAP taskings.
  • Maintains close communications and coordination with AMIC and USAFE TRAP Staffs.
  • Conducts staff assistance visits, analyses program wide performance factors and management reports to make recommendations for improvement/corrective action.
  • Coordinates with Quality Inspectors in the identification and corrective actions of non-compliant performance.
  • Performs regular audits throughout the AOR and submits reports to in the QMS.
  • Participates in special projects, management studies and related tasks, and prepares reports.
  • Provides input and prepares briefings for Program Status Reviews (PSR) and Program Management Reviews (PMR).
  • Develops, maintains, and/or analyzes achievable metrics, as necessary, for assigned requirements for constant process improvements.
  • Performs other duties as assigned.

Work Environment, Physical Demands, and Mental Demands:

  • Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
  • Must have the ability to travel domestically and internationally
  • Must have normal color perception.
  • Must not have any record of emotional instability.

Minimum Position Knowledge, Skills, and Abilities Required:

  • A bachelor's degree plus 3 years of recent specialized experience, OR; An associate's degree plus 7 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience.
  • Must have graduated a USAF Armament technical school for combat aircraft armament systems/explosives operations.
  • Must have a minimum of five years combined supervisory experience with inspection, maintenance, security, transportation, and storage methods of TRAP equipment and associated hardware.
  • Must be able to obtain and maintain a US Secret Security Clearance.
  • Must have a U.S. Passport.
  • Must be a U.S. Citizen.

Preferred Qualifications:

  • Completed one of the following specialized training courses tailored to USAF Systems:
    • USAF Air Force Specialty Code 2A6X4 Aircraft Fuels Systems Apprentice Course, J3ABR2A634 (048A), military service or commercial equivalent.
    • USAF Air Force Specialty Code 2W0X1 Munitions Systems Apprentice Course, J3ABR2W031 (0A0C), military service or commercial equivalent.
    • USAF Air Force Specialty Code 2W0X2 Aircraft Armament Systems Apprentice Course J3ABR2W131 (E025, F026, J028, K003), military service or commercial equivalent.
  • Working knowledge and ability to train technicians on the Defense Property accountability System (DPAS) for F-15 and F-16 Nested Fuel Tank units and assemblies.
  • Experience in contingency environments; knowledge & experience working with U.S. Government contracts.
  • Preferred to have a minimum of ten years’ experience with armament systems and explosives operations of diverse combat aircraft with a minimum of five years required.
