Planning and Operations Manager

POSITION SUMMARY

The Regional Planner will be the primary PAE/P2GLS liaison and planner between the program and the customer - the Geographic Combatant Command staff for the SOUTHCOM region. The purpose of the forward planner is to provide information to and assist the GCC with the integration of LOGCAP support into plans, exercises, and operations by leveraging the expertise of the Performance Contractors in multifunctional logistics support. The Planner shall provide subject matter expertise and knowledge on LOGCAP capabilities to the GCC and subordinate staffs as appropriate and provide credible and realistic information on which to base decisions.

Requirements shall focus on contingency skills and capabilities necessary to support Army or Department of Defense component; and to support U.S. Federal Government Inter-Agency requirements, and non-governmental and coalition forces requirements when such support is a mission or obligation of DOD and use of LOGCAP has been approved by Department of the Army.

Knowledgeable on the capabilities of the LOGCAP services portfolio and experienced in the integration of contracted support into military operations across the spectrum of military operations.

Provide information to and assist the GCC with the integration of LOGCAP support into plans, exercises, and operations by leveraging the expertise of the Performance Contractors in multifunctional logistics support.

Specific on-site liaison and planner tasks include the following:
Researching and responding to inquiries, assisting with the management of regional and worldwide LOGCAP plans, providing LOGCAP capabilities and planning support to the GCC staff, Army Field Support Brigades (AFSB), Team LOGCAP Forward (TLF (when deployed in the GCC)), and the LOGCAP PMO.

Conduct in-depth research and analysis of emerging policy, regulations, directives, or industrial issues, providing assistance with preparing briefings and special studies, assist with updating and maintaining operations and plans, monitoring and tracking changing requirements, reviewing and performing gap analysis for OPLANs, CONPLANs, and Functional Plans, assisting GCC staff with integrating LOGCAP support and capabilities as needed to meet sustainment requirements, researching and developing course curriculum, attending meetings and teleconferences, preparing reports, assisting in the development and management of Master Scenario Event List (MSEL) injects, assisting in the developing and updating of exercise event scheduling requirements, assisting in conducting training courses for Government personnel, and monitoring and tracking changing requirements.

May be required to provide LOGCAP cost estimates, schedules, or other information to support the exercise scenarios.

Provide subject matter expertise and knowledge on disaster and contingency planning and program capabilities. Collaborate with program leadership and military in developing strategic plans to support identified needs of the customer.

Oversee integration of plans, exercises, and operations by leveraging expertise in multifunctional logistics support. Integrate program support and capabilities as needed to meet sustainment requirements.

Research and respond to inquiries, oversee regional and worldwide plan development, providing capabilities and planning support to the customer and DI.

Conduct in-depth research and analysis of emerging policy, regulations, directives, or industrial issues.

Prepare briefings and special studies, assist with updating and maintaining operations and plans, monitor and track changing requirements, and review and perform gap analysis for plan development.

Prepare reports, provide cost estimates, schedules, or other information to support the customer requirements.

Conduct training courses for Government personnel.

Knowledge & Skills

Familiar with the development and documentation of training and exercise scenarios, as well as how command post exercises are conducted.

Be knowledgeable on the capabilities of the LOGCAP services portfolio and experienced in the integration of contracted support into military logistics and sustainment operations across the spectrum of military operations.

The individual shall possess high level skills in written and oral communication, highly functional knowledge of staff operations, capability to interact, communicate, brief at senior and executive levels, and network with command and staff echelons, and possess well-developed socio-military etiquette.

Thorough understanding of how to use the Military Decision Making Process, extensive knowledge of conducting Operational/ Sustainment missions at the Division, Corps, and Joint Task Force level.

Individual should have a comprehensive understanding of the Army 2025 Strategy, a developed relationship with GCC, assisted in the development of Strategic Partnerships with GCC, and demonstrated ability and success while working with the GCC.

Experience & Education

Fifteen (15) years of operational experience with at least seven (7) years in a leadership role over large organizations.

Bachelor's degree in operations management, business, engineering, or associated discipline; may substitute two (2) additional years of experience in related field for each year of college.

Must either possess or be able to obtain a top secret clearance within six months, be knowledgeable on the capabilities of the LOGCAP services portfolio and experienced in the integration of contracted support into military logistics and sustainment operations across the spectrum of military operations.

Shall have recent experience within the SOUTHCOM area of responsibility sufficient to understand GCC operational focus, issues, and concerns, and to quickly assimilate into current operations at field grade level competency.

Familiar with the development and documentation of training and exercise scenarios, as well as how command post exercises are conducted.

  • Must be able to function in an office setting, answer the phone, use office equipment, etc.
  • Must possess strong leadership/people skills.
  • Must possess strong management/negotiation skills.
  • Must have a thorough understanding of contract deliverable requirements.
  • Medical: Favorable passage of a drug screen
  • Language Skills: Expert professional, oral and written English communication skills, to present, facilitate and disseminate information
  • Work Ethic: Commitment to maintaining a high performance team which delivers customer service excellence

Clearance Required: Top Secret

Be able to pass background checks to obtain a United States Government Security Clearance - As Required.

PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS:

Normal office environment on daily basis. May deploy as needed to other site locations such as Soto Cano Air Base, Honduras.

This position may deploy on TDY basis to an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere environment. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy other sites as required for extended periods. Employees must be willing and able to perform physical activities including climbing in and out of equipment and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
