Operations Manager - RSS II
Manages operational, administrative and life support functions and activities at designated site. Directs the accomplishment of site-specific program goals and monitors and reports their achievement. Manages an operating budget, manpower, resources, and facilities in performance of contract responsibilities. Ensures compliance with Performance Work Statement (PWS) and program objectives and implements Company policies and procedures.
Essential Responsibilities:
Overall responsibility and management of cost, schedule, and technical performance for customer task orders and stakeholder projects.
Responsible for ensuring contract requirements are met at the respective site. Ensures sufficient resources are provided to meet PWS requirements, internal policies, and procedures, and ensures site personnel adhere to established Government directives, and policies and procedures.
Supervises all customer contract activities and serves as the principal representative for site specific activities in all matters pertaining to the contract at respective site.
Interfaces with government officials on diverse issues, concerns, and works to resolve operational issues and problems.
Attends Program Management Reviews and other customer briefings, and briefs senior company and Government officials on site activities and issues affecting the program performance.
Provides direction and leadership to assigned personnel to include ensuring staff is adequately trained; coordinates workloads, priorities, and schedules to ensure timely and effective completion of work; and monitors and evaluates staff performance.
Provides guidance and assistance relative to operating problems and projects.
Manages and applies strategies to create services consistent with the contract requirements.
Provides technical support to customers.
Provides for sufficient and viable contract performance through effective leadership of the site, to include compliance with quality and safety/environmental standards.
Provides the leadership necessary to effectively form and manage quality teams.
Possess ability to respond rapidly and sufficiently to changing requirements, unexpected contingencies, and other challenging situations.
Performs other duties as assigned or requested.
Minimum Position Knowledge, Skills, and Abilities Required:
Bachelor’s degree in a related field or at least 15 years of job-related experience.
Excellent leadership skills with the ability to manage and supervise others required.
Must possess excellent oral and written communication, organizational and analytic skills as well as good decision-making skills.
Demonstrated ability to meet goals while working independently under limited supervision.
Must be able to handle confidential information and exercise discretionary judgment.
Position requires the ability to qualify for and maintain a US Government Top-Secret security clearance. Note: US citizenship is required to obtain a US Government Top Secret security clearance.
Experience managing multi-disciplinary teams within one or more of the functional areas (Physical Security, Logistics, Fuels, Supply, Transportation, Range Clearance, Civil Engineering, Airfield, Environmental and Bioenvironmental) is preferred.
Must possess a valid state issued driver’s license.
Project Management Professional (PMP) certification is highly desired.
Safety Trained Supervisor (STS) certification is highly desired.
Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizational skills, and must be able to work under deadlines.
