As a part of OptumHealth, OptumServe is seeking a Chief Operations Officer/President. The Optum Serve Chief Operations Officer (COO) will report to the CEO Optum Serve and is a seasoned business strategist, operations, growth and relationship builder. This position will have accountability to partner with the CEO of Optum Serve and other enterprise leaders to drive end-to-end program delivery, implementation of business strategies and drive continued growth. This role is a key enabler for the achievement of financial and growth targets, leading to effectively influence people, process and strategy outcomes and driving accountability and business performance across the business units, building synergy along the way. Additionally, this leader will have a solid understanding of competitive market dynamics, client needs and growth drivers along with Optum Serve and enterprise capabilities and how they can be best leveraged in the government space. This role will lead the Optum Serve leadership team to construct measures of accountability for our business and shared partner organization performance.

This position will be the COO and be accountable to the CEO for Delivery, Operations and Growth across the core Optum Serve business: Optum Serve Health Services, Optum Serve Preparedness and Emergency Response and Optum Serve Technology Services and Consulting. This business brings together portfolios and enterprise resources (Approximately $2.6B annual) serving as the end-to-end business to the Federal and state governments. This individual should be highly collaborative and influential across the business and broader enterprise to assess opportunities for partnership and further enterprise strategic initiatives.

Primary Responsibilities:

  • Partner across Optum Serve to build, enable and operationalize business strategies to meet client, contractual, financial and organizational needs
  • Provide strategic leadership on the evolving landscape in the market, lead the process to review/pivot business strategies based on competitive intelligence, market shifts, and vision of the CEO
  • Drive operational efficiency, quality, capital planning and financial performance
  • Facilitate leadership in the establishment of rigorous service goals and objectives. Drive performance objectives and provide excellent customer service from a senior leadership perspective. Drive, manage and lead a business and financial plan to respond to strategic initiatives
  • Administer the appropriate cost and service measurements (metrics, measures, controls) to ensure the achievement of all key performance objectives that impact profitability and position in the marketplace. Develop and emulate a climate of compassion in every interaction and deliver excellence for all key stakeholders
  • Responsible for solid NPS and CPAR results, administrative cost, and quality management; establish and drive to superior goals and metrics
  • Advise senior leadership & key stakeholders regarding all operational aspects of the business, determine performance objectives/metrics and define tools to measure progress and ensures consistent achievement of business objectives
  • Analyze performance data and work to re-engineer processes through benchmarking with external and internal business partners
  • Work with managers to lead, coach, develop, motivate and retain employees. Maintain a positive employee experience and culture
  • Business planning and analysis: incl. Strategy development, business planning, and tie into capital planning
  • Rationalize existing capabilities and identify potential gaps, necessary changes, and alternative solutions
  • Develop and implement KPI’s including performance reporting to enable key insights for effective decision making
  • Governance including leadership cadence, integration into broader Optum and UHG cadence
  • This position will work closely with the Optum Serve Business Unit leaders, program managers, functional unit leaders and finance partners to optimize operations and align to business strategy
  • Partners with critical corporate functions such as Legal and Compliance, Finance, Technology and Human Capital

Required Qualifications:

  • Bachelor’s degree
  • 10+ years of relevant industry experience (healthcare, insurance, finance and/or consulting), preference for having led within large federal agency (VA, DoD, HHS)
  • 7+ years of experience developing business strategies and planning, including experience with market overviews, understanding competitive positioning, analyzing market trends, capital planning and understanding customer needs
  • 5+ years of experience in Federal Government contracting
  • 5+ years in managing a budget and/or execution of a financial plan
  • 5+ years of experience in growing organizations and winning new work, understands the government procurement cycle
  • 2+ years of experience of engaging external stakeholders and influencers including Congress and the media

Preferred Qualifications:

  • Master’s degree
  • 3+ years of experience leading a P&L for a federal business

Skillsets:

  • Experience communicating with and influencing thinking of C-Suite executives
  • Experience driving approach to internal and external communications in partnership with Peers and Communications, Marketing
  • Experience delivering results with large-scale, cross-functional teams in highly matrixed organizations
  • Experience managing and prioritizing multiple projects to ensure their quality and on-time delivery
  • Excellent communication, problem solving, and analytical skills
  • Solid, independent decision-making ability and negotiation skills
  • Ability to drive multiple priorities through a team
  • Aggressive, solid process and project management capabilities
  • Proven track record of accomplishing work through others and inspiring others through times of ambiguity; experience building and leading teams with high results orientation and a focus on innovation
  • Superior conceptual, analytical and financial acumen
