The Senior Director of Data Management Operations develops and maintains the data warehousing, business intelligence reporting, and application development frameworks, tools, enterprise data warehouse, data marts, internally developed applications, and integration solutions. This role works cross-functionally with various business owners to determine and meet their reporting and analytics needs and manages the EDW/BI activities to ensure timely high-quality reporting, analytics, integration, and development. This person must ensure that the company has the necessary data, information, and application functionality for ongoing daily operations and strategic planning. This role works closely with Business Reporting team.

This position directs the activities of several functional areas through, managers/senior managers who have overall responsibility for the successful operation of those assigned areas. This position has control of planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods. This role leads and manages a dedicated team of data professionals, hires and trains new staff, conducts performance reviews, and provides leadership and coaching, including technical and personal development programs for team members. Requires close coordination and influence with affiliated companies, partners, and vendors.

This role provides strategic thought leadership and delivery (both process and technology) for all areas of the company and all technologies related to data warehouse, business intelligence, and data transformations:

  • EDW strategic roadmap, program development, and delivery
  • EDW implementation, technology evaluation, and solution recommendation
  • Data practices meet all local/state/province/country and federal laws and industry standards
  • Data Management and Integration, Defining Data & Analytics Strategy & Establishing Data Governance
  • Drive the migration to Azure and provide a DW / BI solution that is based on cloud compute instead of fixed HW/SW. Reduce system complexities and streamline technologies used in the company’s reporting and analytics ecosystem
  • Drive cost-effective solutions by leveraging Power BI where possible or Open-Source tools and technologies

Primary Responsibilities:

  • Lead teams focused on data integration between core systems and internal/external partners
  • Build and develop team(s)
  • Define and build integration solutions
  • Collaborate with key enterprise teams
  • Participate in Global and Detail Design sessions
  • Provide data sharing thought leadership to organization
  • Ensure security, scalability, operational excellence and data sharing platform stability
  • Collaborate with integration partners to define and evolve data sharing options
  • Lead the overall delivery for data integration
  • Create written and oral communication materials that effectively summarize findings, support fact-based recommendations and provides appropriate detail to substantiate conclusions
  • Provide support and participation in development of business requirements to ensure business needs are captured and delivered
  • Direct quality assurance, scalability and performance testing efforts
  • Conduct research studies that may include collecting, analyzing, trending and presenting data and recommendations to management
  • Develop financial models and tools, including cost-benefit analysis, resource utilization models and performance reports
  • Assess and recommend vendor products / tools to client leadership
  • Provide thought leadership and hands-on guidance in architecting, designing, implementing and deploying a healthcare Data Warehouse and Business Intelligence solutions
  • Review functional requirements and designs. Ensure that designs are architecturally compliant, correspond to the best data warehouse practices and represent the best solution for the business need
  • Represent the Data Warehouse development team in release planning and coordination process; provide weekly status updates
  • Help resolve production data issues, and other data warehouse issues impacting users, as well as assisting the team to resolve technical challenges
  • Ensure Role Based Access Controls (RBAC) for the appropriate virtual segregation of
  • physically integrated data in multiple databases
  • Assist in managing customer expectations to ensure strong customer satisfaction. Direct customer needs assessments and manage the delivery of services
  • Provide oversight and direction to the team to establish development process and standards that ensure the development team achieves objectives and milestones on time and within budget
  • Collaborate and provide guidance to project management resources in developing project plans by providing tasks and estimates
  • Collaborate with project management in creating high-quality Data Warehouse deliverables in a timely basis
  • Apply a strong aptitude for iterative functionality-driven software development, preferably leveraging Agile framework and software principles
  • Work with industry vendors, consultants and partners to understand data warehousing & business intelligence technology trends, identifying new technology developments and technologies that may be useful
  • Understand the business’s clinical and operational needs
  • Maintain a strong knowledge of these needs through visits and communications with OneOptum CA businesses
  • Establish National and Market level data warehouse roadmaps and insure they align with business’s clinical and operational needs
  • Demonstrates continuous learning and maintains a highly skilled and engaged workforce by aligning resource plans with business objectives; overseeing the recruitment, selection, and development of talent; motivating teams; preparing individuals for growth opportunities and advancement; staying current with industry trends, benchmarks, and best practices; providing guidance when difficult decisions need to be made; and ensuring performance management guidelines and expectations drive business objectives and results

Required Qualifications:

  • Bachelor’s degree in Computer Science or Information Systems
  • 15+ years of computer systems experience with 10 or more years of management responsibility
  • 10+ years of experience working with data warehousing systems for large enterprises with both internal and customer facing portals, preferably with near real time transactional data
  • 5+ years managing large teams
  • 4+ experience with Agile Software Development Lifecycle (SDLC) methodology
  • 4+ years of experience managing and leading geographically dispersed technical teams
  • Proficiency in SQL query language and able to use many query tools
  • Full knowledge of delivery methods, analytics applications and tool portfolio, data sourcing and ETL integration methods
  • Comprehensive knowledge of Data Warehousing/Mining, ETL/EAI/EII, Data cleansing, security and data access technologies, virtualization and modern data architecture
  • Full understanding of conceptual, logical, physical data modeling, data standardization and stewardship, information integrity and compliance, data quality management
  • Full understanding of relational, data vault and dimensional data models
  • Demonstrated track record of leading technical teams, customer management and project management
  • Knowledge of core administrative systems, software applications, database management systems, and other business related technologies
  • Ability to work with IT operations to quickly come to resolution of open support requests
  • Solid communication skills; defines and communicates IT needs for the company’s future vision and objectives. Assimilates information quickly, communicates complex issues clearly and concisely
  • Understands, and has the ability to, define and implement process improvement and change management
  • Solid Healthcare industry data domain knowledge
  • Excellent team building, mentoring and leadership skills
  • Excellent time management, decision-making, presentation and organization skills
