The Project Manager, Clinical Data Operations position is responsible for the coordination, completion of, and independent decision-making within projects across various functional areas in a dynamic environment. This position provides subject matter expertise in areas including project scope definition, risk identification, project methodology, resource allocation, facilitation, and other areas of expertise based on established project management techniques. Ensures projects are completed on time and in scope. Requires superior communication skills with an emphasis on presentations to management and senior leadership on project updates, expected results, and recommended next steps. Analytical skills required to analyze project outcomes and make appropriate recommendations to improve project processes/outcomes.

Primary Responsibilities:

  • Defines/Manages Project Scope
    • Lead or contribute to the development of program or project scope statements, in consultation with applicable stakeholders (e.g., program/project charter, Statement of Work)
    • Ensure alignment and understanding of program/project scope and objectives with the organization's strategic objectives and the Voice of the Patient and internal clients, in consultation with applicable stakeholders
    • Raise awareness of any misalignment or misunderstanding of project scope and objectives with applicable stakeholders
    • Ensure that all impacted areas are identified, and that appropriate resources are engaged to participate in the scope definition process
    • Ensure that project scope, requirements and approvals comply with current governance guidelines and methodology
    • Monitor scope requirements and identify scope-related gaps and issues
    • Ensure that all project dependencies/linkages are identified (e.g., inter-departmental activities, hardware, timelines, regulatory due dates
    • Obtain agreement on project scope from applicable stakeholders, and ensures that requirements sign-off is obtained
    • Ensure that all project deliverables and success criteria are identified
    • Manage/support project scope and objectives throughout the project lifecycle, as needed
    • Establish/implement/comply with change management processes to drive effective project execution
  • Project Management
    • Develop project plans around identified project duration, effort, sequence, and dependencies of tasks required to meet applicable project objectives
    • Work with resource managers to drive the identification of the skills, duration and effort required for successful project execution
    • Obtain agreement from applicable stakeholders on schedule, time management and resource plans
    • Provide project direction and performance feedback to the team or their leadership throughout the project, as appropriate
    • Ensure that schedule and resource changes are aligned with project scope, objectives, constraints and risks
    • Ensure seamless transition from project implementation to the business
    • Ensure that all project deliverables are in compliance with applicable standards and regulations (e.g., Corporate Compliance, CMS, Medicare Guidelines, etc.)
    • Manage/ensure proper release/deployment/functionality of the project (e.g., post-implementation testing, auditing, reporting)
    • Ensure controls are identified and operationalized to allow benefit tracking and reporting
    • Identify root causes of substandard project outcomes and recommend appropriate resolutions
    • Define/implement appropriate actions to drive process improvement going forward (e.g., repeatable processes, feedback loops, cross-project improvement opportunities)
    • Ensure that new/revised business processes/procedures are documented/updated/approved, as needed
    • Identify/prioritize potential risks/issues in a timely way throughout the project life cycle
    • Review/monitor project progress and outcomes throughout the project lifecycle to identify emerging risks/issues
    • Develop, document and implement project communication plans (e.g., stakeholder communications)
    • Manage/coordinate communications among all applicable stakeholders. -Develop/maintain definition of project roles/responsibilities, and communicate to project participants (e.g., RACI matrices)
    • Establish, develop and maintain effective relationships with applicable project stakeholders
    • Define/implement appropriate actions to drive process improvement going forward (e.g. repeatable processes, feedback loops)
    • Ensure that new business processes/procedures are documented/updated/approved as needed (e.g. SOPs, process flows)
    • Recognize/celebrate project team contributions throughout the project
    • Resolve conflicts among project participants using appropriate influence techniques, escalating to others as needed
  • Performs all other related duties as assigned

Required Qualifications:

  • Bachelors’ degree (3 additional years of comparable work experience beyond the required years of experience may be substituted in lieu of an undergraduate degree)
  • 3+ years of associated business experience with health care industry
  • 2+ years of Project Management experience
  • Presentation skills and relationship building skills with clinical/non-clinical personnel
  • Ability and willingness to travel (locally and non-locally) as determined by business needs

Preferred Qualifications:

  • CPC certification
  • Knowledge of the Medicare market, products and competitors
  • Proficient with Microsoft Suite
  • Excellent communication skills (written and verbal)
  • Able to work independently as well as with cross-functional teams
  • Solid Interpersonal skills and excellent Customer Service skills
  • Proficient prioritizing, handling multiple projects and achieving goals on time
  • Ability to manage assigned workload, while working professionally and efficiently to meet established deadlines
  • Flexible and able to shift priorities rapidly depending upon the needs of the organization

Physical & Mental Requirements:

  • Ability to receive and comprehend instructions verbally and/or in writing
  • Ability to use logical reasoning for simple and complex problem solving
