Clinical Performance is charged with effectively implementing, monitoring, and executing on programs related to risk adjustment, driving affordability, and clinical quality activities across all lines of business for OptumCare a $9 billion a year organization, touching over 9 million patients, 80 payers, and 22,000 providers. Enterprise Clinical Performance provides support to all markets served by OptumCare.

The Director of Clinical Insights will be a subject matter expert and thought leader accountable for creating and implementing a data model to inform Clinical Affordability savings opportunities and new/existing program performance measures based on real time, prospective data. This leader will work with a broad business approach to manage vast amounts of data from multiple sources to provide predictive and prescriptive analytics to the organization. They will partner with clinical leads in providing insights into new and existing affordability programs with respect to production monitoring, improvement insights and output metrics validation.

Primary Responsibilities:

  • Perform/Support Research:
    • Develops and implements an analytics model and related processes to address Clinical Affordability programs opportunities, success, effectiveness measurement and improvements functional areas
    • Works with Finance and Health Care Economics team on data sourcing, interpretation
    • Builds trusting relationship with Care Delivery Organization on performance measures and prospective/real time data acquisition to support the functional areas
    • Partners with Affordability Clinical leads and SMEs to give performance improvement ideas based on established lead and lag indicators
    • Participates in the development of business strategy through business intelligence, data visualization, to build solutions, perform analysis and interpret data
    • Develops and manages business plans to achieve objectives though collaboration with internal and external stakeholders
    • Leads large, complex projects to achieve business objectives by creating specifications to bring data into a common structure, creating product specifications and models, developing data solutions to support analysis, performing analysis, interpreting results, developing actionable insights, and presenting recommendations for use across the organization
    • Predicts emerging needs and develops innovative solutions in partnering with stakeholders to understand data requirements and develop tools and models such as segmentation, dashboards, data visualizations, decision aids and business case analysis to support the organization
  • Data Analysis and Disseminate Findings:
    • Management and manipulation of data, with a focus on building business intelligence tools, conducting analysis, performing normalization operations, and assuring data quality
    • Compile and disseminate results of highly complex data analyses in ways that can be understood by a variety of audiences (e.g., data displays, PowerPoint decks, summaries, status updates, escalations, and communications) for leadership consumption
    • Resource to senior leadership in partnering with Care Delivery leadership teams and Optum management across markets to produce and manage the delivery of activity and value analytics
    • Work on descriptive and regression-based analytics and leverage subject matter expert views in the design of their analytics and algorithms
    • Solves unique and complex problems with a keen sense of ownership, “a can do” approach and accountability to deliver on the assigned initiatives
    • Develops pioneering approaches to emerging trends to produce functional, market level, and/or site strategy, plans, production and/or organizational priorities
    • Establish framework and standard operating procedures (SOP) to define benchmarks, standard vocabulary, definitions, and methodology to support data consistency in internal and external reporting to drive alignment and reduce fragmentation
    • Projects may include healthcare cost analysis, optimization of performance, quality, coverage, and health outcomes, and opportunity analyses
  • Manage/Maintain/Protect Data:
    • Owns end-to-end process supporting the creation and maintenance of standards, methods, process, and procedures for execution, reporting and communication
    • Take ownership of the process and provides constructive information to minimize problems and increase market satisfaction
    • Recognize problems and is able to make recommendations/decisions on the best course of action to remediate. Resourceful at coming up with solutions using existing or available resources based on knowledge of the organization and level of execution effort
    • Supports a work environment in which people are able to perform to the best of their abilities. Holds self accountable for technical abilities, productive results and leadership attributes
    • Identifies and resolves technical, operational, and organizational problems outside own team
    • Influences senior leadership to adopt new ideas, products, and /or approaches
    • Identify opportunities for enhancements to drive interoperability
  • Direct Report Management Experience:
    • Provides leadership to and is accountable for the performance of professional staff whose impact is broad and operational and market level
    • Functioning as a mentor and coach to team members

Required Qualifications:

  • Bachelor's degree or relevant technical discipline such as Statistics, Data Science, Mathematics, or related field
  • 8+ years of hands-on experience in data analysis and predictive analytics with machine learning/statistical modeling techniques and experience with programming languages or packages such as SAS®, SQL and Tableau
  • 5+ years of experience with leading and developing an analytics team and translating data into clear, concise, and actionable recommendations for business partners
  • 3+ years of experience in negotiating with key leaders to overcome barriers to drive the initiatives forward
  • Experience synthesizing large amounts of data identifying trends and opportunities
  • Experience applying statistical methods and math to structured and unstructured data
  • Experience with report outs and presentations to Sr. leadership
  • Proven experience with relationship building communication and problem solving
  • Advanced level knowledge of MS Office, Visio, PowerPoint
  • Exploratory data analysis skills including understanding, cleaning, transforming, and reducing datasets prior to analysis
  • Willingness to travel up between 10%
