The Executive Director (CEO) will be vital to our success and driving future growth. As part of the leadership team, you will have accountability for the performance of all operations and deliverables for the Optum Utah (Salt Lake/Tooele) contracts. You will consult with Medical Directors, Behavioral Clinicians and Providers who are working directly with members, establishing collaborative relationships with both internal and external stakeholders, gathering accurate state and contractual requirements, and evaluating performance for enhancements. You will join an elite team to lead projects and influence leadership successfully to adapt and embrace change, helping to heal the health care system and bring services to our Medicaid Members. In addition, the Executive Director (CEO), is responsible for internal staff development, budget development and adherence, as well as the development & adherence to policies and procedures, to include establishing priorities based on contract deliverables. Must be in commutable distance within Salt Lake and Tooele Counties.

If you are located Salt Lake and Tooele Counties, you will have the flexibility to work remotely* as you take on some tough challenges.

Primary Responsibilities:

  • Coordinate day-to-day operation in all departments to achieve goals and ensure smooth and efficient functioning of Optum Utah (Salt Lake & Tooele Counties)
  • Primary point of contact for the customer(s) to address any issues of concerns and discuss operational performance initiatives
  • Interact closely with State, county and local representatives, providers, and other stakeholders in the development and implementation of systems of care requirements
  • Ensure the timely completion of contract deliverables
  • Guide direct report staff in the effective delivery of services, meeting goals, and avoiding contract penalties
  • Oversee the clinical and administrative supervision of staff
  • Oversight and ownership of the call center for participants and providers
  • Review reports and track any trends related to service authorizations, eligibility verification, Level of Care transitions, and other key clinical processes
  • Formulate action plans to remedy any findings from audits, utilization reports, provider and client concerns and State/County reports/concerns
  • Work with state/County or constituents if there are issues with the data feeds
  • Oversee hiring, promotions and disciplinary actions to assure adherence to human capital policies
  • Ensure essential functions continue during a disaster or business continuity situation
  • Oversight of all claims processing functions
  • Demonstrate effective, adaptive leadership style that promotes innovation and accountability, and establishes work priorities
  • Participate in Quarterly Business Review Meetings to report and discuss key metrics, strategic progress, key challenges, and mitigations plans and other topics as needed
  • Represent Optum in the Salt Lake County, Tooele County communities and in support of State/County initiatives, including attendance at meetings with State staff and testimony before legislative proceedings
  • Oversee Optum Utah employee development, training, etc.

Required Qualifications:

  • Bachelor’s degree
  • 5+ years of experience working with the Medicaid population with complex comorbid conditions including behavioral health services with mental health and substance use disorders
  • 5+ years of experience managing a team
  • 3+ years of experience leading and responding to Procurement RFP from State and/or Federal Regulators
  • 3+ years of experience in Change Management
  • Experience managing a P&L and/or budget
  • Experience working with community-based programs that assist Salt Lake & Tooele counties
  • Intermediate proficiency in Microsoft Office applications
  • Office Location is in Draper, Utah; must live within a commutable distance

Preferred Qualifications:

  • Master’s degree
  • Experience in the Salt Lake/Tooele counties delivery system and/or in administering a similar contract
  • Experience with primary care/behavioral health integration
