Leidos currently has an opening for an Assistant Facility Security Officer (AFSO) to work in our Lynwood, WA office. This position requires expertise in all disciplines of the industrial security field and will be required to interface with all levels of department, division and government management, as well as employees and subcontractors, in order to cultivate and maintain optimal contract performance.
This position is responsible to provide security oversight and guidance relative to 32 CFR 117, National Industrial Security Program, program security guides and other directives. This position will report directly to the Facility Security Officer (FSO). In addition to expertise in all disciplines of the security field, the successful candidate will possess an extensive breadth of demonstrated business, financial and management skills, knowledge and abilities to ensure maximum effectiveness. A confident, take charge demeanor is crucial and must be able to make critical security decisions for dynamic, high value and keep-sold programs and initiatives, both with the government customers and internal Leidos projects. Be able to drive constructive change within the organization – bring your best practices to bear and engage / foster process improvement initiatives. Must possess strong interpersonal skills and the ability to effectively communicate with individuals and teams, verbally and in writing. Prior experience as an FSO or AFSO in a dynamic environment is a plus.
Primary Responsibilities:
The AFSO is responsible for implementing the industrial security program and ensuring company and customer security requirements are met.
The candidate will be required to conduct facility self-inspections, program security reviews, and participate in government telephonic and in-person interviews and inspections. Produce finished documentation (reports, policy / procedure development, security designs, training and assessments). Maintain data compliance in multiple NISS and DISS accounts. Maintain security program compliance relative to DD 254s, changed condition packages, FCL sponsorship packages, and responding to DCSA, customer agency, and internal customer inquiries. Manage all aspects 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), identify and manage risks, and independently resolve issues that could create vulnerabilities to security and contract operations. Implement Government and Leidos security policies and procedures and develop local practices and procedures for the Cleared Facility.
The AFSO must possess the confidence to speak for the FSO and the security team when needed, make critical security decisions, and implement security processes that will prevent unauthorized access to company and government facilities and information. Take independent actions where warranted or in the absence of the FSO. Bring security risks and concerns to the attention of the FSO and management, and develop measures for compensation or mitigation.
Provide clear guidance to company employees and subcontractors and recommend modifications to operations, policies or procedures as appropriate. Work as a team player, demonstrate flexibility and excellent organizational skills to manage complex tasks.
Develop and implement requirements of OPSEC and Technology Control Plans, to include development and administration of training to ensure protection of critical information and controlled technology entrusted to Leidos.
Management of COMSEC account and associated duties in line with NSA 3/16. Current IAEC-2112 completion or complete it within six months of hiring.
Required Experience, Skills and Education:
•Bachelors degree and 4 - 8 years experience. Additional years experience may be used in lieuof a degree.
•Current Top Secret clearance with SCI eligibility is required. Additional accesses and clearances may be necessary as required by program needs
•Demonstrated success as a Facility Security Officer (FSO) or Assistant Facility Security Officer (AFSO) or equivalent positions for 2+ years
•Reconciliation of weekly personnel reports with the internal Security Service Center (SSC) – tracking briefings, debriefings, and contract assignments.
•Thorough working knowledge of the NISPOM, other relevant DoD security guidance, DCSA guidance and Intelligence Community Directives (ICDs)
•Strong working knowledge of SIMS, DISS, NISS, ACCS, SWFT and E-Qip
•Experience in the end-to-end tasks of clearance processing, to facilitate the employee interaction / experience with the SSC, and engaging with new hires to ensure timely completion of required tasks
•Experience in conducting security indoctrinations and orientations for newly hired staff
•Experience conducting security incident inquiries and writing investigation reports for use internally within the company as well as for distribution to outside entities as necessary
•Ability to manage multiple simultaneous projects, organize and prioritize under pressure
•Commitment to Security – create and deliver high quality, high value efforts for our customers
•Interact with Corporate HQ and program management on insider risk management activities
•Experience with Technology Control Plans (TCPs)
•Experience with proposal development and contract closeout processes
•Additionally, will serve as direct security support for one or more programs
•Must have FSO Program Management Certification and other related security training.
Preferred Qualifications
•Must have or be able to obtain STEPP/DCSA required certification for FSOs for Possessing Facilities, and Insider Threat Training
•Industrial Security Professional (ISP) certification
•Experience developing and implementing Operations Security (OPSEC) Plans
•Knowledge of physical security processes (Copen Storage Area / Restricted Area construction, management and access control / IDS processes and software)
•Knowledge of Access Control and Intrusion Detection Systems
•Ability to change GSA approved container locks; mechanical and X-10
•Resourceful in solving problem and continuous improvement
Pay Range:
Pay Range $59,150.00 - $91,000.00 - $122,850.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
