Job Summary

Tuvli, an Akima company, is hiring for a Security Sector MEL Advisor to support our DoS client located in Washington, DC.

Job Responsibilities:

• The advisor will serve as a member of the Global GFA MEL team to assist with analysis, monitoring, evaluation, and learning efforts for implementation of the U.S Strategy to Prevent Conflict and Promote Stability (SPCPS) as they pertain to security sector foreign assistance. This overarching, strategic-level MEL effort will look across all SCPCS priority countries/region over a ten-year period, and will encompass diplomatic, development, and security sector efforts. The advisor will provide expert guidance on MEL efforts related to security sector activities, conditions, environment related to foreign assistance using INCLE, PKO, and NADR funds in SCPCS countries, in coordination with other team members who will be looking at other types of foreign assistance and other diplomatic engagement activities. The position is not supervisory and will be in support of USG direct-hire MEL staff. The advisor will also coordinate closely, in all aspects of the duties below, with key MEL staff for security sector strategies and programs in relevant State Bureaus, especially PM, CT and INL, and liaise with counterparts in DoD and USAID.
• Provide expert guidance to design and integrate appropriate security sector MEL indicators, data collection and analysis methods and tools, systems, and processes across the Department of State and the interagency with the SPCPS MEL system/process, with due attention to SPCPS requirements for contextual appropriateness and local ownership. For example, this would include integration of relevant indicators from and aspects of cross-cutting strategies such as Women Peace and Security, and Atrocity Prevention, as well as strategies and regulations specific to each type of security sector foreign assistance and drawing from and coordinating with existing MEL frameworks in use by relevant bureaus. Advise management on processes and challenges, and present solutions.
• Work with appropriate MEL leads in relevant State bureaus, USAID, and DoD, including Combatant Commands (CCMDs), to integrate, as feasible, SPCPS-specific MEL indicators for security sector assistance into program and/or strategic MEL for non-PSF security sector foreign assistance in SPCPS countries that is being aligned with SPCPS. Provide expert guidance to shape SPCPS indicators in a manner that facilitates this integration, with due attention to SPCPS requirements for contextual appropriateness and local partner ownership.
• Support regional and/or country-based SPCPS MEL teams in developing and implementing aspects of country/region MEL plans in SPCPS countries related to security sector foreign assistance and interactively developing and integrating related strategic MEL aspects that maximize synchrony with broader security sector MEL while maintaining the contextual appropriateness and local ownership required by SPCPS.
• Serve as an authoritative resource to support the analysis, reporting, and use of security sector monitoring data and information across the interagency to improve Strategy implementation and effectiveness regarding SPCPS-aligned security sector foreign assistance.
• Lead and guide planning, resourcing, design, conduct, and dissemination of strategic-level monitoring and evaluations for SPCPS-aligned security sector foreign assistance, to inform improvements to the Strategy’s implementation and effectiveness. Ensure these efforts are coordinated with other relevant monitoring efforts and evaluations managed by SPCPS Posts and other actors across the Department of State and the interagency.
• Advocate for, monitor and guide the implementation of evaluation recommendations on SPCPS-aligned security sector foreign assistance across the interagency, in coordination with other relevant stakeholders at the Department of State and the interagency.
• Develop and maintain key partnerships that are essential to MEL on security sector foreign assistance aspects of Strategy implementation. Identify opportunities and prepare senior leaders for related high-level meetings and briefings.
• Develop and guide research on prioritized global learning agenda questions relevant to SPCPS-aligned security sector foreign assistance, in coordination with post-specific learning agendas. Advise country and region MEL teams on development of post-specific prioritized learning agenda questions relevant to security sector foreign assistance, and research to answer these. Advocate, monitor and guide use of related learning products across State and the interagency.
• Support SPCPS Global MEL Team Lead in identifying needs for resources or reforms related to security sector foreign assistance MEL or programming as they arise in the course of above duties.
• Travel to SPCPS Posts or to meet with relevant international partners (including host nation, other donors, and civil society organizations) as necessary in support of these tasks.

Qualifications

Minimum Qualifications:

• M.A. or M.S. (Preferably in Social Science) with over six years of combined field experience on MEL and foreign assistance in one or more of the security sectors.
• At least six years of demonstrated experience (including field experience in at least two fragile or conflict affected countries, totaling at least three years in the field) implementing the theories, policies, and practices of conflict prevention and stabilization in fragile states – especially, but not exclusively, the civilian and military security sector aspects.
• At least 5 years of experience working with relevant bilateral, multilateral, and nongovernmental partners of the USG.
• Expert knowledge and application of a wide range of qualitative and quantitative MEL methods related to indicator development, data quality review, data collection and analysis, and dissemination suitable and relevant to conflict prevention, stabilization and fragile states.
• Expert knowledge and application of MEL practices, regulations and resources (related to indicator development, data quality review, data collection, analysis, and dissemination) in foreign affairs, defense, and/or intelligence communities (preferably all three).
• Demonstrated ability to lead, plan, and implement MEL for multi-country and/or regional strategies.
• Experience conducting evaluations involving the security sector, including of conflict interventions, in fragile states. Resumes should cite specific examples.
• Significant experience with advocating for, monitoring, and guiding implementation of recommendations from at least three MEL products in foreign affairs, defense, intelligence, and/or civil society communities, preferably with the ability to translate expertise, products, implementation, and/or recommendations between or among those communities.
• At least two years experience working in or with the U.S. Department of State and/or Department of Defense on security sector foreign assistance. Additional experience working in or with USAID and/or the Intelligence Community is preferred.
• Demonstrated experience in briefing senior leaders on MEL and preparing senior leaders to brief on MEL, particularly for audiences of multiple agencies (to include defense and the intelligence community).
• Ability and availability to travel to fragile and conflict-affected states.
• Active Top Secret.

Desired Qualifications:

• Skill at advocating for MEL resources and reforms and translating those recommendations in various settings (foreign affairs, defense, intelligence community, civil society, and/or other countries).
• Experience developing online data and knowledge management systems.

$140000-$150000
