The Associate Director will advocate, coach, coordinate, implement, assess, and improve safety outcomes using global and local regulations and consensus guides, BMS management systems, policies and procedures, to promote compliant, forward-leaning culture and preserve BMS’ reputation while driving shared Company objectives.
The primary focus of this role will be to support BMS as a crucial member of the Safety Center of Excellence (COE) within the Corporate Department of Environment, Occupational Health, Safety and Sustainability (EOHSS).
This position is the Subject Matter Expert (SME) for Environment Health & Safety (EHS) programs pertaining to Construction Safety and Contractor Management. This position must have broad knowledge of EHS Standards, such as but not limited to: construction safety, development/review of permit to work, construction/contractor safety culture development and enhancement, incident management, incident investigation, EHS programs considered High Risk Work, incident trending and development of graphical analysis of incidents from a global network perspective.
This position will manage the global contractor management and construction safety program to ensure a consistent program throughout the globe. Ensures consistency in the development of contractor/construction safety plans for capital projects.
This position significantly supports aligning corporate policies/procedures by championing collaboration with local development of site-based programs. This position must foster a proactive and integrated EOHSS culture that promotes a positive, proactive approach throughout areas of responsibility.
Promote compliant, forward-leaning culture and preserve BMS’ reputation while driving shared Company objectives at the direction of the Safety COE Lead. This position will be expected to approach the coordination of these tasks in alignment with the BMS values of integrity, inclusion, passion, innovation, urgency, and accountability.
Main Duties and Responsibilities
Develop, implement, manage, and provide site support for the Global Contractor and Construction EHS program.
Develop the BMS Construction Safety Standard and implement across the network to ensure global alignment.
Manage the Global Contractor and Construction EHS Program to ensure consistency in execution as per BMS expectations.
Develop, maintain, and support a robust contractor review process based on, contractor scope of work and overall risk of work activities to provide informed decisions to approve contractors for work at BMS.
Work with across multiple departments to ensure that BMS Contractor Safety expectations are understood and executed within their organization.
Support the development and review of Health & Safety Plans for Integrated Facilities Management for deployment at BMS facilities.
Identify cultural differences between companies working at BMS facilities to focus on a unified and consistent vision to reduce injury, business interruption and property damage.
Perform EHS audits of Integrated Facilities Management and Facilities Management activities throughout the network.
Support the Service Provider audit process to ensure the process is being executed and that BMS expectations are being supported.
Provide oversight and compliance review of agencies providing lab technicians and other resources for R&D operations.
Review service provider Health & Safety Plans, JHAs, etc. and coach IFM and others as to expectations.
Maintain the BMS ISNetworld account and continuously evaluate for opportunities to enhance and develop systems. This includes reviewing and approving safety program waivers and insurance variances.
Develop metrics to identify contractor incidents, incident trending and suggestions for improvements.
Supports development of Job Hazard Analysis (JHA) and Pre-Task Plan (PTP) programs including execution and training.
Collaboration with contractors and service providers to identify challenges and process/application gaps and identify/implement strategies to resolve issues in an expeditious manner.
Collaborate with internal business units (such as Engineering, Procurement, GMS EHS, M&O, Security, CDO and Legal) to develop processes that are consistent and support the changing business model.
Support and assist as the subject matter expert with key programs such as fall protection, lockout/tagout, and machine guarding, excavation /trenching and contractor safety.
Manage/participate in contractor/construction incident investigations, review of audit results, etc. and provide insight to assist in root cause determination and actions to reduce repeat incidents.
Competency with global federal, state, and local safety regulations, codes, rules, and consensus guides in both general industry and construction.
Proactively collaborates and supports Environment, Occupational Health, and Sustainability programs by removing obstacles to shared goals.
Demonstrates applicable regulatory and technical expertise as SME for Safety programs including but not limited; Confined Space Entry, Hot Work, Control of Hazardous Energy, Excavation and Trenching, Fall Protection, Personal Protective Equipment, Machine Guarding, and Incident Management.
Provide practical guidance and support execution of global programs, policies, procedures, & trainings.
Proactively collaborates at both the site and above-site level.
Skills/Knowledge Required
Expert knowledge of Environmental, Safety, Industrial Hygiene, and Emergency Response best practices for contractors and construction related activities.
Experience with international contractor management and construction and regional/country EHS regulations and best practices.
Broad knowledge of Pharmaceutical/Biotechnology EHS challenges in Manufacturing and R&D environments.
Brings new approaches to continually improve the effectiveness of workflows and processes and learns and applies new concepts.
Use of logic and reasoning in problem solving to identify the strengths and weaknesses of alternative solutions.
Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of stakeholder trust, confidence, and ability to manage client expectations.

Education and Experience
Bachelor of Science degree in science or engineering
Must have 7-10+ years of experience in Construction Safety and Contractor Management within the pharmaceutical or other industry.
Professional license or certification in appropriate discipline desired.
