Job Summary:

ADM is looking for an Acquistion Managment Analyst (AMA) to work in Rosslyn, VA. To join our team of outstanding professionals, apply today!

AMA is Responsible for planning, organizing, coordinating, and evaluating contract actions in support of the Bureau of Diplomatic Security. Contracting expertise will be utilized to support the worldwide protective services program, local guard, bodyguard, explosive detection, and surveillance detection programs. The AMA will maintain the standard contract templates, statement of work (SOW), providing recommendations for its improvement, ensure the SOW meets the needs of the program/post while complying with applicable FAR, DOSAR, and DOS regulations and instructions.


Job Responsibilities:

  • The AMA will assist in evaluating contract price proposals, assist the Contracting Officer’s Representative (COR) with contract administration, and other contract support related duties.
  • The AMA will serve as a technical advisor in contracting matters to senior OPO management on the acceptability and applicability of contractual matters related to OPO security programs.
  • Performs in-depth evaluations of the financial and technical capabilities, or performance of potential contractors; applies theories and development of problem-solving techniques designed to correct or solve deficiencies in the administration of the contracting process.
  • Make recommendations on the interpretation and content of agency policy concerning the management and development of long-range or interrelated procurement programs.
  • Creates and reviews procurement requests to assure clarity, adequacy, and completeness; develops strategies and recommends the most suitable type of contract and incentive structure for use by the contracting officer; evaluates bids for responsiveness and conducts on-site surveys, when directed by senior management to assess the contractor's ability to perform.
  • Prepares technical contract specifications for development, independent government cost estimates, demonstration models, and/or preliminary designs; reviews contract terms and technical specifications; prepares appropriate documentation relative to negotiation and pricing actions; analyzes settlement proposals, audit reports, technical evaluations, and contractor claims; perform contract management reviews and conducts studies of problem areas.


Minimum Qualifications:

  • Completed a 4-year course of study leading to a bachelor's degree, which included or was supplemented by at least 24 semester hours in any combination of the following field: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • The AMA shall have Four (4) years of general experience in a contracting or related position, 1 year of which was specialized experience that included planning, managing, administering, directing, evaluating, and serving as a technical authority for an organization's contracting program for highly specialized, state-of-the-art systems/subsystems and related equipment, supplies and technical services.
  • The AMA shall have demonstrated experience in providing technical expertise and guidance on the full range of acquisition functions, advising on the formulation of agency acquisition policies and procedures and advising on proposed acquisition legislation or regulations.
  • The AMA shall be knowledgeable in evaluating program operations and devising solutions to increase effectiveness and efficiency, briefing, and advising program and management officials on procurement alternatives and resolutions to highly controversial, complex and sensitive problems and issues in undefined/unprecedented areas.
  • The AMA will provide administrative and technical advice to senior managers concerning contracting issues.
  • The AMA shall have familiarity with foreign agencies and be able to travel up to 20 % No impediments to overseas travel to countries considered dangerous or unhealthy. Familiarity with federal budget and fiscal process, logistics and foreign travel exigencies is also necessary.
  • The persons shall be able to obtain a SECRET clearance.
