1 purpose! Novartis expands its early development and innovative CAR-T cell therapy manufacturing capabilities in its newly launched Center of Excellence, located in the East Hanover, NJ campus. The Sr Expert Engineering (Project Manager) will report to the Associate Director of Site Engineering and Facilities Operations and will be responsible for leading the engineering effort for capital project planning, oversight and tracking at the Cell & Gene Therapy East Hanover Site in support of the overall capital portfolio. The ideal candidate will develop short- and long-range strategic plans and budgets for site development and lead CGT engineering projects while acting as the liaison to the site’s 3rd party Real estate and Facility Services IFM. They will play a critical role in evaluating and selecting engineering project partners, managing, and collaborating with internal business owners, and overseeing 3rd party contractors.

What you'll bring to the role:

• Design and implementation of facility modification (retrofits or expansions) and equipment procurement (both process and utility).

•Prepares capital investment business cases and presents to the CGT Capital Investment Governance Board and ensures critical project timelines are met.

• Prepares business continuity and contingency plans and maintains critical documentation such as the Site Master File.

• Functions as the technical lead on projects for the design, ongoing analysis, and fit-out as needed of laboratories, cell production facilities, systems, and equipment to meet federal, state and local regulations, manufacturing and quality control testing efficiency, as well as HSE and security requirements.

• Effectively manages 3rd party engineering partners in the installation, commissioning, and start-up of capital projects and works with suppliers and vendors throughout the duration of projects to obtain, review and approve proposals, work packages and contracts.

• Develops long range strategic plans for site development that further the 5-year plan.

• Develops project objectives working with system owners to establish business plans and equipment specifications, as well as standard documentation – User Requirements (URS), Functional Specification (FS), and Detail Design Specifications (DDS).

• Applies lean thinking to engineering office and laboratory processes, drives operational excellence and continuous improvement, and effectively collaborates with internal key stakeholders.

Role Requirements

What you'll bring to the role:

• B.S. degree in Chemical, Electrical or Mechanical Engineering, or equivalent related technical project experience

• 5 years of experience in pharmaceutical or biopharmaceutical based GMP manufacturing and laboratory operations. including direct experience in cell therapy processes and aseptic facilities

• Expertise understanding of GMPs and experience providing engineering team leadership and oversight in a highly regulated or pharmaceutical / biotech facility.

• Experience with capital improvement projects and processes, pharmaceutical production facilities, biotechnology laboratory process layouts, and aseptic environments

• Experience with facility and BSL2 laboratory buildout and equipment procurement, as well as the installation, commissioning and qualification of facilities, systems and equipment.

• In-depth knowledge of FDA regulations, HSE requirements, and GMP systems

• Applied knowledge of Quality by Design, six sigma, and operational excellence tools in creating efficient and high-quality processes and end products

• Excellent oral and written communication skills, as well as strong technical writing ability and computer skills required.

The pay range for this position at commencement of employment is expected to be between $118,400 and $177,600/year; however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. The total compensation package for this position may also include other elements, including a sign-on bonus, restricted stock units, and discretionary awards in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as vacation, sick time, and parental leave), dependent on the position offered. Details of participation in these benefit plans will be provided if an employee receives an offer of employment. If hired, employee will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
