Job Summary:

Lockwood Hills Federal is seeking a Program Manager to organizing and oversee work in support of an Advanced Distributed Learning Initiative.

The Advanced Distributed Learning (ADL) Initiative bridges across US Government agencies to encourage collaboration, facilitate interoperability, and promote best practices for using distributed learning to provide the highest-quality education, training, informal learning.

Responsibilities

The Program Manager supervises three Lines of effort.

Job Responsibilities:

  • Research and Development (R&D) for Distributed Learning Modernization: Develop the next generation of distributed learning science techniques and technologies via research, development, and collaboration. Develop and assess advanced distributed learning prototypes that enable more effective, efficient, and affordable learner-centric lifelong learning.
  • Distributed Learning Policy and Technical Guidelines: Develop effective policy, software specifications, and other technical guidance for military, government, and other industry stakeholders.
  • Implementation Support and Cross-Coordination: Serve as a thought leader for forward-looking distributed learning topics by collecting, validating, synthesizing, maintaining, and disseminating relevant requirements, emerging targets of opportunity, corresponding strategic roadmaps, and associated policy guidance.

Qualifications

Minimum Qualifications:

  • Bachelor's Degree.
  • Minimum of eight (8) years of experience working with projects related to distributed learning initiatives.
  • Of the eight (8) years, minimum of three (3) years of experience managing teams for DoD projects.
  • Experience managing cost, schedule, performance, and coordinating directly with government stakeholders.
  • Excellent program management skills, such as resource planning, scheduling, program execution assessment, time-management and business administration, communication (written and oral).
  • Experience successfully leading diverse teams operating at multiple locations and remotely in support of the Department of Defense.
  • Knowledge of DoD distributed learning initiatives, programs, missions, policies, objectives, and culture and protocol.
  • Experience managing software development programs within a DevOps/agile management framework, to include experience creating and implementing software development controls using modern team applications (e.g., GitHub, Jira).
  • Ability to engage with senior military and Government officials at the strategic level.
  • Experience in DoD administrative processes, procedures, policies, and functions.
  • Must be a US Citizen with the ability to obtain and maintain a Secret Clearance.

Desired Qualifications:

  • Master’s degree in Engineering or directly related field.
  • Certification(s) related to Advanced Distributed Learning, Useability, Behavioral Cybersecurity and Test and Evaluation (T&E).
  • Active DoD Secret clearance or higher.
