Job Summary

Amentum has an opportunity for a highly qualified Spectrum Manager to provide Joint Electromagnetic Spectrum Operations (JEMSO) support to U.S. Indo-Pacific Command (USINDOPACOM). This position is located at Camp H.M. Smith, Hawaii.

USINDOPACOM J39 is an operationally focused center for all Information Operations related matters supporting strategic objectives and plans in the USINDOPACOM AOR. Specifically, the J39 JEMSOC is responsible for coordinating all aspects of Electromagnetic Spectrum Warfare planning for USINDOPACOM. The JEMSOC is responsible for integrating EMS effects across the Joint battlespace by providing adaptive operational solutions and by advocating for the coherent evolution of capabilities and processes in order to control the EMS across the range of military operations. Additionally, J39 advances EMS Operations (EMSO), electromagnetic compatibility (EMC), and electro-environmental effects (E3) analysis needs of Defense components and other organizations on a prioritized basis.

In order to support this mission, you will be working in the following task areas:

  • Provide operational spectrum support to planning; managing EMSO in support of USINDOPACOM contingencies; collaborating across stakeholders to establish organizational processes and relationships; assessing and analyzing incidents of electromagnetic interference (EMI) in order to determine causes and recommend methods of resolution; and providing expert advice on the development, integration, operation of, and planning for the Department of Defense's (DoD's) spectrum warfare and management systems.
  • Assist with development of required spectrum management doctrine and other associated directives. You will employ and interpret the operational significance of spectrum management automated tools and analytical models to perform EMC analyses. You'll support the collection and analysis of extensive data on Spectrum-dependent equipment and spectrum usage to inform operational assessment of DoD portfolio strengths, weaknesses, opportunities, and threats; research and development efforts; and providing and capabilities to store and retrieve documents such as technical reports, project notebooks, and other related technical documents.

Minimum Requirements

  • At least 10 years of combined experience
  • At least 5 years experience in a related field (Electromagnetic Warfare, Spectrum Management, Signals Intelligence)
  • Technical understanding of emerging spectrum related technologies and the ability to determine the electromagnetic spectrum implications and opportunities for exploitation by the Department of Defense (DoD)
  • Technical understanding of national and international electromagnetic spectrum issues and the ability to advise executive decision-makers on the technical viability of policy and implementation options
  • Ability to communicate effectively both orally and in writing in order to provide information, training, and operational support to the Division
  • Proficiency in MS Office Applications (Outlook, Word, PowerPoint, and Excel)
  • Due to the nature of the work, must be a U.S. citizen
  • Must have an active Top Secret clearance and the ability to obtain SCI eligibility after employment

Preferred Qualifications

  • Bachelor's degree
  • At least 5 years of experience in Spectrum Management
  • At least 2 years of experience working in the USINDOPACOM AOR
  • Operational understanding of the Joint Planning Process and the ability to apply it to JEMSO planning at the CCMD level as part of a cross-functional team to develop and update operations and contingency plans
  • Experience working on projects at multiple classification levels and compartments that require access to a SCIF
  • Knowledge of USINDOPACOM Headquarters structure and processes
