Your Role and Responsibilities
Design and Construction Program Manager – Real Estate (experience with Cost Management and Estimating Required)

IBM is seeking a Design and Construction Program Manager to provide leadership and lead IBM’s Cost Management program within the US Region. The successful candidate will apply industry best practices and approach, from conceptual ROM to final estimates, and will play an integral part in Business Case Analysis inclusive of preparations of ROMs, Schedules, and Cashflow Projections. Apply expertise across the spectrum of estimating approaches to drive and support the development of sound estimates for a range of complex solutions and support the cost management and estimating process across the full life-cycle of the project from ROM to final Actual cost comparison.

Roles and Responsibilities include, but are not limited to the following:

• Prepare and/or coordinate the preparation of full estimates on large and complex projects as required by client's technical requirements within US and Canada.
• Prepare ROM, Schedule, and Cashflow Projection, to be used as a package for business case presentation and approval.
• Consult with clients, architects, and suppliers to discuss and formulate estimates, effect cost reductions, and resolve issues.
• Stay updated on market trends and pricing fluctuations to ensure estimating accuracy.
• Provide clear and transparent breakdowns of costs as needed
• On-site presence at least 3 days a week is required. Requirements may change depending on needs.
• Attend meetings and perform site visits
• Assist in developing detailed bid scope packages
• Perform take-offs/scopes
• Understanding of MEP Systems
• Develop preliminary project schedules
• Develop accurate capital cashflow projections, tracked monthly.
• Reviewing sub-quotations for completeness and accuracy for best value
• Analysis of alternate means and methods for the most economical construction methods
• Value engineering
• Prepare analysis and summary reports for review by Head of D&C and Head of RE.
• Present estimates to Head of D&C
• Assist with the assembly of RFQs and be a part of a presentation team that will present before clients/committees, etc.
• Build and maintain strong relationships with vendors, consultants, and IBMers internally.
• Travel as needed.
• Utilize cost methodologies and tools to produce cost estimates
• Formulate and validate methodologies for deriving projects from design parameters / program requirements.
• Manage Estimating Data – Establish process to collect actual cost performance, condition, and normalize data for future use. Develop metrics and benchmarking information.
• Perform miscellaneous other job-related duties as assigned.

Required Technical and Professional Expertise
Basic Qualifications:

• 10+ years of cost estimating experience in construction in the USA. Emphasis on R&D and Infrastructure projects is preferable.
• Experience with assisting in the development of Business Cases inclusive of preparation of ROM, Schedule, and Cashflow Projections.
• Analyzing data to conduct cost estimating in R&D, Infrastructure, and Fitout Environments
• Experience working on strategic cost proposals and cost-estimating model development
• Ability to read and interpret construction drawings, design parameters, and technical documents
• Understanding of MEP systems
• Experience in projects ranging from $250k - $200M
• Ability to develop scope of work from design parameters / program requirements and use such for preparation of ROMs, Project Schedule, and Cashflows
• Bachelor's degree, preferable in Math, Engineering, Economics, or Operations Research
• Experience with developing Cost Analysis
• Experience with developing and implementing estimating tools and standards across enterprise business systems
• Possession of excellent analytical skills and attention to detail
• Possession of excellent interpersonal and networking skills
• Possession of excellent oral and written communication skills
• Proficient utilizing estimating tools

Preferred Technical and Professional Expertise
• Experience with analytic tools, including spreadsheets and MS Office
• Ability to work independently and in a collaborative team environment.
• PMP Certification is a plus
