Job Description:

The Defense Group at Leidos as an exciting opportunity as a Cyber Program Management Office Services SME/Lead on our GSM-O II IDIQ contract’s Joint Service Provider (JSP) Cyber Security Task Order in Alexandria, VA. JSP provides a full range of IT products, services, and solutions and customer services to the Office of the Secretary of Defense (OSD), Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff (JS), Director of Administration (DA), Pentagon Force Protection Agency (PFPA), Washington Headquarters Services (WHS), and other OSD offices for them to meet mission and business requirements. Through the JSP Cyber Security program, JSP performs a wide variety of services and functions required to secure the information security posture for DoD services.

This Task Order has 100+ FTEs working to ensure JSP’s Cyber Security program adheres to JSP, DoD, and National Institute of Standards and Technology (NIST) approved cyber society, information assurance (IA) architecture, policies, programs, standards, and guidelines. The Cyber Program Management Office Servies SME/Lead will manage, create, and track timelines and deliverables, while ensuring processes and procedures are adhered for a large number of Information Systems.

This role will be based onsite in Arlington, VA and an active Secret security clearance is required prior to start. Some remote work will be allowed.

Primary Responsibilities:

  • Act in a liaison role to help assist embedded ISSO for JSP Information Systems throughout the RFM process.

  • Create Project Management Plans (PMP) for liaison system, scheduling and preparing Kick-Off meetings, creating and maintaining appointment orders in eMASS, and sending escalations when timelines (based on the PMP) are not being adhered to.

  • Provide data transfer support to the JSP-supported customers who request cross domain network data transfers (e.g., JWICS to SIPRNet, SIPRNet to NIPR).

  • Process Removable Media Exemptions request for the JSP user community.

  • Prepare a project plan and execute the implementation of RMF for assigned systems, perform control validation activities, initiate the POA&M, and compile supporting artifacts in eMASS.

  • Develop processes and procedures to communicate, report, distribute direction to all information system security managers and officers within JSP’s information technology portfolio, including ISSM/ISSO that are not directly supported by this contract.

  • Manage, Create, and Track timelines and deliverables, while ensuring processes and procedures are adhered for a large number of Information Systems.

  • Proficient with RMF process, NIST SP 800-37, NIST SP 800-53, CNSSI 1253.

  • Help customers to understand the authorization process, and update/modify A&A procedures as necessary. Streamline the process to make the process easy to follow but cover all concerned security aspects.

Basic Qualifications:

  • Bachelor's degree in IT-related field and 12+ years' experience in the Cybersecurity area. Additional years of applicable experience may be accepted in lieu of a degree.

  • Secret security clearance required prior to start.

  • DoD 8570 IAM Level III certification is required prior to start.

  • PMP Certification.

  • 5+ years IT experience providing senior-level monitoring and analysis support for compliance requirements in a multitude of technology areas with 3 years’ experience in information assurance (IA) technologies.

  • 5+ years' experience supporting DoD customers or equivalent similar large, complex government agency.

  • 8+ years Project Management experience.

  • Excellent customer service skills verbally and written.

Preferred Qualifications:

Top Secret, with SCI eligibility security clearance.
