Leidos is looking to be Awarded a 7-year contract, STORMBREAKER, supporting the Director of National Intelligence (DNI) and is looking for cleared individuals familiar with domain knowledge and experience across the DNI enterprise. This contract is a paradigm shift from previous DNI FTE/Level of Effort type contracts and will be completion based, tied to government required deliverables. We are seeking skills to support 4 service areas:
- Intelligence Services: analysis and intelligence management
- Technical Services: systems integration, cybersecurity, science and technology, counterintelligence, IT project management, security, risk management
- Financial Services: financial management and the National Intelligence Program (NIP) management
- Management Services: facilities management, asset and logistics management, continuity of operations, and disclosure and classification management
The work location may be in Bethesda MD at the Intelligence Community Campus (ICC-B), in McLean VA at Liberty Crossing, or in Reston VA at Reston 3.
Primary Responsibilities: Disclosure and Classification Mgt
The contractor shall assist the Sponsor in the classification management process, to include reviewing intelligence information for possible declassification, disclosure, and/or release, in accordance with EO 13526, EO 13556, EO 12333 and other applicable executive orders and Federal processes. Tasks may include but are not limited to the following:
Assessing the classification and markings of classified and unclassified products products-including a wide range of items such as analytic reports, IT code, budget spreadsheets, and more-in accordance with ODNI and IC policies and procedures, and security classification guides, and explaining those determinations to leaders and the workforce.
Reviewing various products to recommend approval or denial, in whole or in part, requests for public disclosure and explaining those determinations to leaders and the workforce.
Reviewing records to determine if they can be declassified.
Developing and maintaining records for tracking the status and adjudication of materials.
Planning, coordinating, and documenting the Sponsor's classification, declassification, and prepublication determinations, to include coordination with USG partners as necessary.
Maintaining, updating, and delivering reference tools, trainings, manuals, user guides or other materials to educate the workforce on classification, declassification, and prepublication management.
Maintaining and updating Standard Operating Procedures.
Developing declassification guidance based on EO 13526, 32 CFR 2001, and best practices within the IC.
The contractor shall assist in the development and implementation of foreign
disclosure/release intelligence policies and guidance. Providing regular office coverage from 0600 1900 EST Monday to Friday in order to respond to customer requests for information review in a timely manner. The contractor shall maintain and update the IC Markings System Register and Manual, to
include coordination with USG partners as necessary. The contractor shall consult and coordinate with other IC and government Public Disclosure organizations to ensure consistent application of public disclosure policies and procedures.
The contractor shall maintain required records in the IDSCLOSE application, to include coordination with USG partners, as necessary. The contractor shall consult and coordinate with other IC and government foreign disclosure/release organizations to ensure consistent application of foreign disclosure/release policies and procedures.
The contractor shall develop and implement strategies to identify information protection issues and problems, including those resulting from unauthorized disclosure, inadvertent release, declassification, and the collective effect of release to mitigate those issues and problems.
TS/SCI with Poly
BA degree and 4+ years of prior relevant experience or Masters with 2+ years of prior relevant experience. Additional experience can be exchanged for degree requirements.
Experience in Disclosure and Classification Management, position level based on experience in the technical area.

- Min 3 year working with or in the IC
- Min 12 Years work experience related to the technical requirement
