Job Description

The Associate Director, Policy Research, is responsible for investigating, strategizing and developing evidence that addresses access challenges to our company and policy -makers. The position combines knowledge of research, market access and policy to clearly articulate the value proposition of our medicines and vaccines to governments, payers and health care providers. The Associate Director will work closely with cross-functional stakeholders to translate the impact of current and expected policy changes into actionable research programs to impact how policies are applied to our medicines and vaccines. This work will entail forward-looking assessments and scenario planning to investigate how policy changes in various systems might influence the success of our business. Specifically, the Policy Research Associate Director will be responsible, working cross-functionally, for directing and implementing studies that will inform policy dialogues with concrete impact on legislation, rules and standards for innovative medicines and vaccines.

The Associate Director will require a deep comprehension of the trends in global healthcare policies and be responsible to systematically share that information across the Company. In addition to internal knowledge-building, the Associate Director will work with cross –functional teams responsible for observational and real world research to design and utilize research that will address policy concerns. Such research efforts will address questions related to overall effectiveness of patient care, identification of areas for improvement in health care systems (both in the quality of care and the efficient use of healthcare resources), and the impact of various policies on aspects of the health care system.

Primary Responsibilities:

  • Develop and execute robust policy, health services, and outcomes research

  • Work cross-functionally to investigate and research health service challenges and policy changes related to the shift to value-based healthcare systems and the implications for the biopharmaceutical industry, specifically addressing policies that impact the quality of care delivered to patients and improvements in health outcomes for patients treated.

  • Investigate and build research projects and partnerships that will have an impact (internally and externally) on key areas where healthcare reform policies are impacting the biopharmaceutical business, including but not limited to: access to healthcare, the economics of healthcare, and the value of medicines and vaccines in healthcare systems.

  • Work with specific global or country policy teams to translate the findings of PER or CORE-generated data on Access & Pricing impacts for use with policy makers and other decision-makers that systemically impact product use.

  • Masters or Doctoral level degree in relevant discipline (PharmD, Health Economics, Public Policy, Health Services/Policy Research, Health Policy, Epidemiology).

  • Minimum 3-5 years’ pharmaceutical industry experience or equivalent, preferably with intimate knowledge of US and global health care systems and marketplace.

  • Strong leadership skills; ability to assert leadership in virtual teams without direct reporting lines;

Skills, Knowledge, Experience:

  • Internal/External consulting and influencing skills; client servicing skills

  • Excellent written and oral communication skills; ability to tailor communications materials to specific audiences; fluency in English

  • Ability to work cross-culturally and cross-functionally and internationally to align perspectives and drive to agreed-upon goals

  • Demonstrated strategic thinking skills and ability to identify and drive creative approaches to changing external conditions

  • Expert knowledge of HTA (Health Technology Assessment), pricing & reimbursement systems of USA and other key markets

  • Expert understanding of relevant areas of policy debate, policy-making and policy-shaping actions at multiple levels of government

  • Ability to build product knowledge quickly and effectively, as well as deep knowledge of the pharmaceutical product development process

  • Expertise in addressing payer perspectives and integrating successfully access imperatives (e.g.5 years’ experience in market Access or similar functions for pharmaceutical industry)

  • Excellent planning, problem solving, and time management skills

  • Strong track record of high performance with results achieved with basis in a culture of compliance & ethical business practices
