The Intelligence Group at Leidos has an opening for an Expert Geospatial Analyst Software Developer to support our customer in St. Louis MO. This is an exciting opportunity to use your experience in software development to support a national security customer. As an Expert Geospatial Analyst Software Developer you will support and aid in the design of the modernization effort of the Geospatial Data Analyst Tool (GDAT). The modernization includes updating the software suite into modern software language to better support future mission requirements. You will work with other software developers, engineers, and geospatial professionals to assemble a new series of software services from the single legacy GDAT. The candidate should have some geospatial background and a strong ability to work with a team as well as independently conduct research and initiate projects as they deem appropriate.

All candidates must have an ACTIVE TS/SCI level security clearance and willingness to obtain a POLY level clearance upon request is REQUIRED to be considered.

Primary Responsibilities

  • As an Expert Geospatial Analyst Software Developer you will apply knowledge of GIS functions to aid in the design of Geospatial tools.
  • Under government leadership, you will assist in modernizing Geospatial software suites into a sustainable design, with modern software language to support future mission requirements.
  • You will work with other software developers, engineers and Geospatial professionals to create several compatible systems dealing with NGA products and solutions as well as photogrammetric solutions.

Basic Qualifications

All candidates must have an ACTIVE TS/SCI level security clearance and willingness to obtain a POLY level clearance upon request is REQUIRED to be considered.

  • These services require contractor personnel who have a complete and thorough knowledge of their tradecraft, have considerable demonstrated experience, and have shown their skills to be the best of their peers. Typical experience in excess of 20 years is required for this level of support:
    • A bachelor degree in a field related to the support services may count for up to four years of this experience.
    • A master degree in a field related to the support services may count for an additional two years of this experience.
    • A doctorate degree in a field related to the support services may count for up to three years of this experience.

(The customer may request proof of this education and justification of how it meets the requirements of these services.)

  • Experience in working with photogrammetric data and advanced image processing
  • Experience in software development to include Microsoft Visual Basic and .NET
  • Knowledge of geo-positioning workflows and triangulation parameter adjustments
  • Experience with cloud computing and .NET architectures
  • Experience in the design, analysis, and implementation of photogrammetric processing systems to support foundation GEOINT, to include triangulation, orthorectification, levitation extraction, sensor modeling, and accuracy evaluation
  • Knowledge and experience with digital cartography, image processing, computer technology, geographical information systems, (GIS), geospatial production techniques, remote sensing, and photogrammetry
  • Knowledge of and experience with most of the following: VB/VBA (or some other object oriented programming/scripting language), Oracle, ArcGIS, ArcSDE, ArcView, ArcIMS, ArcTools, the Integrated Exploitation Capability (IEC) system, SocetSet, TerraExplorer/Builder, Remote View, ERDAS IMAGINE, MRSID, and other appropriate software to analyze geospatial data
  • An expert should be expected to oversee others in their work. An expert must meet all of the services required and provide direction to others in performing these duties. Experts will be expected to provide senior level advice to customer senior leadership and the IC at the office and directorate level. These FTEs may also be called upon periodically to advise organizations outside of the area they are normally providing support. Collaboration should be a normal part of their duties. The customer typically requires very few FTEs to be at the expert level.

Preferred Qualifications

  • Experienced in re-design of legacy software using Visual Basic and other programming languages
  • BA degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience
  • Possess solid scientific background to support troubleshooting and problem identification
  • Knowledgeable in the geodetic component of the geomatics mission
  • Have worked with or developed generalized photogrammetric algorithms and validation rules
  • Have worked with the following product types: Adjusted Mapping Support Data (AMSD), Geospatial Metadata Model (GMM), Digital Point Positioning Database (DPPDB), Controlled Image Base (CIB), and Enhanced Controlled Image Base (ECIB).
  • The successful candidate must be a self-starter and capable of working independently with minimal or no supervision and guidance
  • Candidate must be able to multitask and deliver quality products within specified timelines.
