Job Description:

Leidos has an immediate need for a full-time Program Engineer responsible for supporting the NNSA UK Team Lead and the Federal Program Manager (FPM). The work performed is extensive in scope and requires an experienced individual, with US weapons experience, with demonstrated technical and program/project management expertise, ability to work in a highly dynamic environment, and interface with broad range of federal, military senior staff and leadership.

Broadly, duties include coordination of day-to-day operations across the geographically dispersed M&O contractors, review and advise on matters pertaining to planning, integrating, and executing policies, programs, and procedures for development of guidance for resolving issues related to this weapons system.

Primary Responsibilities:

  • Generate the Requirements Management Plan and coordinate/participate in Requirements management forums. Work to establish requirements tracking and tracing infrastructure across the enterprise.

  • Develop process and plans, coordinate down-select actions with M&Os, and track progress.

  • Provide qualification requirements and testing advisement; develop a program qualification and testing database; coordinate NNSA policy in the Qualification Working Group.

  • Participate as a member on Technology Realization Teams and Product Realization Teams for components and sub-systems as assigned. Provide status of TRT/PRT activities, issues, accomplishments, and risks. Identify, track, mitigate, and resolve technical risks and issues related to product and/or system performance objectives.

  • Participate in the development of the Digital Engineering policy.

  • Participate in NNSA HQ working groups status-ing and defining the DE policy and implementation across the complex. Advise the Federal Program Office on DE initiatives and implementation for the program.

  • Proficiency in the transition of requirements, interfaces, linkages, and technical risk mitigation activities associated with program scope into an integrated schedule.

  • Demonstrated ability sufficient to assess and provide program and technical management knowledge and capabilities to advise FPO on execution of cost, scope, and schedule for major system acquisitions, and to represent, within program guidance, the NNSA’s program interests and positions in interactions with other agencies and corporate entities.

  • Apply systems engineering principles for the development and maintenance of an integrated program baseline.

  • Knowledge of and experience with programmatic and portfolio analysis tools, databases, and methodologies.

  • Absorb broad objectives from management, then independently analyze, evaluate, and integrate solutions for unusually complex and diverse technical problems.

  • Participating in Integrated Product Team (IPT) meetings.

  • Attending and participating in Project Officer Group and sub-group meetings (joint DoD/NNSA) and within guidance provided by the Lead Engineer and/or FPM.

  • Supporting special topic engagements as assigned.

  • Knowledge of the substantive nature of NNSA Nuclear Weapons programs and activities; missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency with emphasis of Phase X/6.X process and Defense Programs Business Process System.

  • Contributing to or leading assessments of current and needed capability and capacity of the NNSA weapons production complex for the W93 Program and recommend necessary facility and resource planning based on this information.

  • Assist Federal Program Office (FPO) with implementation of the Program Execution Instruction.

  • Coordinate FPO Program and Technical Management products and deliverables.

  • Assist with FPO Organization structuring and Roles and Responsibilities.

  • Tracking and managing Defense Programs, DoD, and Congressional actions and inquires.

  • Establish and manage FPO programmatic plans and materials as required for program execution.

  • Provide programmatic interface with DoD, Design Agencies and Production Agencies.

  • This is a full-time contractor-support position located on-site at the NNSA offices in Albuquerque NM.

  • Supporting special topic engagements as assigned.

  • Some travel is required.

Qualifications:

  • Minimum Bachelor's degree in Engineering or Science; Business, Program/Project Management, or closely related field with relevant experience will be considered.

  • 12+ years of technical experience in weapons and platforms, including program/project management or systems engineering, weapons system sustainment or acquisition.

  • Demonstrated technical knowledge of weapons.

  • Knowledge of NNSA and Navy Strategic Systems Programs.

  • Experience managing interfaces between NNSA/DOE and various agencies.

  • Managing interdisciplinary teams.

  • Knowledge of program and project management/scheduling tools and techniques.

  • Experience managing Federal Program Office programmatic plans and materials required for program execution.

  • Experience supporting FPM tasks related to budget and Earned Value Management Systems.

  • Demonstrated experience researching and analyzing complex information and assessing program performance.

  • Excellent written and verbal communication skills with demonstrated experience in writing and editing briefings and reports for senior and executive leadership, including the ability to remain a professional demeanor when presented with issues, and ability to work multiple issues at once and prioritize workload.

  • Knowledge of program and project management/scheduling tools, and appropriate expertise with the Microsoft Office suite (e.g., Word, PowerPoint, Project, and Excel).

Active (current) DOE Q or DoD TS and ability to obtain higher level specialized clearance(s).

Pay Range:

Pay Range $101,400.00 - $156,000.00 - $210,600.00
