The Defense Airborne Solutions Group currently has a dynamic job opportunity for a Chief Engineer, located in Manassas, VA, to support the Airborne Reconnaissance Low – Enhanced (ARL-E) program. ARL-E is a multi-year program supporting the U.S. Army with upgrading and enhancing the Intelligence, Surveillance, and Reconnaissance (ISR) capabilities of their airborne reconnaissance fleet. The ARL-E team is geographically separated with primary duty locations of Manassas, VA, Aberdeen, MD and Ft. Bliss, Tx. The Chief Engineer, uses disciplined development approaches to design, deliver and sustain ARL-E baselines and revisions. As a technical leader of a multi-discipline team, you will develop and update program hardware, software and processes; manage IPT and subcontractor development efforts; integrate new/updated COTS/GOTS into the baseline; support Engineering Change Proposals; perform system checkout and support the Test & Evaluation team throughout contractor testing and system fielding. You will participate in the full lifecycle of the program assisting the Program Management Team and IPT Leads on the program to ensure the on-time delivery of engineering efforts that meet program performance requirements.
-Develop system release schedules which meet program objectives and present those schedules to leadership and the customer
-Effectively lead a geographically dispersed multi-discipline team to achieve the program schedule and all deliverable requirements
-Coordinate with the IPT and subcontractor teams to effectively build and deploy new system baselines and revisions
-Interface with Government customers, support contractors, and team mates
-Plan, manage, and enforce ARL-E hardware, software, and process baseline standards
-Create and maintain documentation associated with support activities
-Provide support metrics and reporting to leadership
-Maintain performance of subsystem, as systems are tested and checkouts completed
-Troubleshoot to isolate system faults and perform repairs
-Assist leadership with planning schedules and ensure proper personnel coverage for support activities
-Support the engineering team in the design, integration, and security posture of products; COTS, GOTS, Leidos Developed
-Support design, development, integration, testing, and operational fielding of ARL-E to multiple aircrafts and locations
-Manage and deploy annual and out of cycle baseline updates
-Develop engineering design and test plans to meet all system requirements
-Develop and maintain engineering documentation and diagrams
-A related Bachelor’s degree with a minimum of 12 years of related work experience, or a Masters with a minimum of 10 years of related work experience; additional years of experience may be considered in lieu of a degree
-Aviation programs experience (5 years minimum), or Mission Equipment Payload (MEP) systems experience for manned, or unmanned ISR platforms.
-Technical leadership experience (3 years minimum) leading a medium-to-large program ($70M) supporting design, development, integration, and testing of a complex, multi-component ISR system.
-Experience providing technical leadership of proposals for medium sized efforts ($70M).
-Ability to mentor and lead a large technical team.
-Possess strong troubleshooting, problem solving, and organizational and verbal/written communication skills.
-Experience with lifecycle development of large system integration programs following DoD standards, experience with relevant quality control standards such as AS9100.
-Must have the ability to identify innovative solutions to extremely complex, multi-faceted technical problems
-A minimum of 25% travel may be required to support activities at each of the primary duty location as well as CONUS test ranges.
Security Clearance Requirement
A current DoD Top Secret/SCI clearance to start, with the ability to maintain this level of clearance
-Experience with Agile or Waterfall development methodologies
-Previous Airborne ISR experience
-Leadership roles on previous system, hardware, or software integration programs
-Experience with Earned Value Management or Project Management
