Job Description:

The Federal Health Operation has an opening for an IT Chief Systems Engineer and Engineering Lead for a DoD customer, located at Ft. Detrick, MD. Position is with a DoD Acquisition Enterprise Information Technology (IT) Project Management Office (PMO), supporting Food and Drug Administration (FDA) regulated medical research and acquisition. Candidates will work for the Leidos Project Manager but is expected to work independently with government and major customers to accomplish assignments without much direction.

Primary Responsibilities

Candidate leads the project’s IT systems engineering team in strategic planning and execution of the IT architecture, system design, integration and interfaces for support to FDA medical research and acquisition to include laboratory, clinical and FDA regulatory functional areas. The project also supports non-FDA IT capability efforts. Project efforts are all under the broader DoD Acquisition umbrella. Individual also refines and oversees all high-level systems engineering processes within the eIT PMO.Individual is responsible for systems level technical planning including high-level system hardware-software-network design, integration and interfaces based on customer business processes. This involves analysis of alternatives that includes cost and risk, supportability and analyses for end to end business processes and support system(s). Candidate will communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project and will work will work as a team player to acquire consensus amongst the leaders on current and new concepts. Candidate will coordinate with other Command organizations and partners to support Business Enterprise Architecture efforts.

Candidate should be able to:

Lead a team of business, data, requirements and architecture and/or systems engineers. Provide day-to-day management of personnel and ensure timely performance of assigned activities and deliverables in accordance with eIT PMO execution timelines. Maintain a high level of performance across the team and ensure integration with other eIT PMO teams supporting all aspects of the mission. Ensure proper organization, prioritization and quality of work across the team. Effectively plan and lead all solutions architectural and high-level systems engineering activities associated with forward planning of the eIT PMO System Portfolio and associated sub-portfolios (see below) to include gathering and assessing future capabilities, integrating requirements and preparing a strategic road map to establish a rationalized portfolio of scientific data applications within the FDA regulated mission space.

The existing and future Medical Research Information Technology (MeRITS) sub-portfolio of FDA compliant products. The sub-portfolio includes current product baseline capabilities as well as ongoing initiatives pertaining to USAMRDC regulated medical research as justified in the business requirements.

The future Research Enterprise Management System (RMES)/Bio-Defense Information Management (BLMS) sub-portfolio. The sub-portfolio will provide data-driven and integrated planning, programming, budgeting, and execution management and comprehensive documentation across the USAMRDC research and development enterprise. It will also provide transparency of all research being conducted within the USAMRDC enterprise, and the funding associated with it. Provide visibility of current and forecast future medical science and technology needs and impact of near and long-term funding changes.

The existing and future Shared Capabilities and Common Services (SCCS) sub-portfolio. The sub-portfolio is constructed of common-use functionality and shared data capabilities, which help to lower the overall cost of operations. All of the core security and auditing capabilities plus the common portal and dashboard functionality are included within the sub-portfolio.

Understand and discuss technical IT solutions to facilitate effective system design. Candidate must be able to thoroughly understand existing and future enterprise level and local solutions within the FDA and DoD mission space accurately enough to represent the office to other IT groups within the Command. Understand, investigate and gain knowledge on new technologies (e.g. Cloud technology) and industry trends related to and supporting the eIT PMO mission. Maintain biannual updates to the project’s integrated master plans. Able to effectively evaluate alternatives to provide recommendations and guidance on technology direction and implementation, in accordance with eIT PMO process. Develop an understanding of the required FDA, Defense Health Agency, Medical Command and USAMRDC’s current IT posture (capabilities and needs) to provide support for Enterprise IT initiatives. Develop and present Command Level briefings, both to internal and external audiences, to include military and/or civilian, congressional, state and local government personnel and staff. Represent the eIT PMO, its products and capabilities, at Command level meetings. Liaise with customer organizations to understand their mission, business processes, and capability needs, in order to guide business process reengineering and requirements identification and definition. Maintain and apply up-to-date knowledge of industry leading IT systems, hardware, software, networks, and vendor services to support all eIT PMO activities. Understand and support implementation of U.S. Code of Federal Regulations Title 21, Part 11 Electronic Records and Electronic Signatures throughout the project. Understand and apply the Department of Defense (DoD) acquisition process as defined in DODI 5000.2 and DoD 5000.75 to efficiently lead, advise, design, develop, deploy and sustain the eIT PMO IT architecture and products. Works with project process team to review and update the Systems Engineering Management Plan and all associated Standard Operating Procedures, Work Instructions, and Templates. Provide a leadership role supporting key review boards, such as Investment Review Board (IRB), Engineering Review Board (ERB), and Configuration control Board (CCB). As such, facilitate focused, comprehensive, and productive discussions on all engineering topics. Review and approves all Change Requests and Change Proposals. Is the main Engineering Point of Contact (POC) to the project’s Configuration Control Board (CCB) to support successful CCB meetings. Review and provide input to multiple complementary Systems Engineering Management Plans, processes, procedures, and templates, specifically Requirements Management, Configuration Management, and Test & FDA Validation Management Author, review and approve technical document artifacts as required to support government customer. Participate in the design reviews of specific products

Basic Qualifications

BA/BS or equivalent experience and 5+ years or prior relevant experience or Masters with 3+ years of prior relevant experience. 2+ years of experience supervising or leading teams or projects.

Must take initiative, work independently, perform tasks with minimal direction, with the ability to learn quickly and pay attention to detail. Must be able to work and communicate effectively, both with others and on your own. Must have excellent English, written and interpersonal communication skills. U.S. citizenship Must be able to successfully complete a public trust background investigation.

Preferred Qualifications

Experience in the following:

U.S. Code of Federal Regulations Title 21, Part 11 Electronic Records and Electronic Signatures highly desired. DoDI 5000.75 Business Systems Requirements and Acquisition Integrating Commercial off the Shelf products with FDA medical research application highly desired. Working within the DoD and/or US Army environment, with US Army Medical Research and Development Command Working in a DoD classified or unclassified network environment DoD Risk Management Framework (RMF) DoD Architecture Framework (DoDAF) MS Office (Word, Excel, PowerPoint, Visio, Project) Atlassian tools (Jira, Confluence) Technical tools relevant to role, such as Sparx Enterprise Architect
