Job Description:

Leidos is seeking a customer experience-focused Web Architect to design and build IRS websites and other web-based technical solutions. As the Web Architect, you will provide technical direction, hands-on design and development, and other support services to deliver compelling user experiences. As a strong communicator and proactive servant leader, you will plan, test, implement, and administer interactive technologies and applications. You will also create, maintain, and update websites in addition to overseeing the overall IRS web architecture. Ultimately as a Web Architect you will work with the end user customer, product team and user experience (UX) staff to lead and/or provide the infrastructure, design, and look-and-feel for web apps that a user/taxpayer can easily understand and efficiently work their way through.

Primary Responsibilities:

  • Contribute to full-lifecycle design, development, testing, and implementation of solutions that manage IRS infrastructure processes and operations, and the associated technical project management

  • Assist in evaluation of COTS products for use in the IRS enterprise

  • Work directly with the IRS customer and architects in architecture decisions, releases, schedules, and procedures

  • Lead the development team to build fully functional and best-in-class websites and applications based on requirements, design specifications, and usability expectations

  • Support the gathering of business requirements; design, develop, and deploy technical solutions

  • Evaluate designs, wireframes and other design assets during the design and user experience phase for potential development issues; flag data model and/or feasibility challenges as needed

  • Perform site-building activities, including creating and modifying views, contexts, and blocks to match functionality specified in wireframes and designs; Design, code and modify websites, landing pages, and other digital assets from layout to function

  • Ensure site appearance by developing and enforcing branding, content, and display standards

  • Support required maintenance of sites and applications, fixing broken links, errors, debugging code, editing content, and redesigning web pages

  • Evaluate site performance to identify areas or improvement and recommend innovations

  • Support ongoing search and content optimization strategy, evaluation, analysis, and present formal recommendations for site enhancements

  • Ensure site accessibility and compliance with Section 508, Web Content Accessibility Guidelines

  • Ensure security and performance reviews of sites prior to deployment.

Basic Qualifications:

  • BS and 4+ years of prior relevant experience or Masters with 2+ years of prior relevant experience

  • Demonstrated strong leadership, communication, and collaboration skills

  • Experience with User-Centric Design techniques

  • Proficiency in MS Office, Middleware Management, documentation, Java/JavaScript, UML, JSP (HTML/XML), Spring, Hibernate, RESTful Web Services, Cloud, Containers, DevSecOps, Oracle SQL, Linux/RedHat, Agile, Continuous Integration/Continuous Delivery (CICD), CA SiteMinder, 508 compliance, IBM Collaborative Lifecycle Management (CLM)

  • Experience in Cloud operations such as AWS, GCP and Azure.

  • Extensive knowledge of industry best practices as articulated by Agile development practices, as well as DevSecOps, CI/CD, automated testing, containerization, identity management, ICAM (Identity Credential & Access Management)

  • Demonstrated knowledge of Cloud based application development

  • Experience with UI design and APIs on top of application databases

  • Knowledge of Section 508, Web Content Accessibility Guidelines, and U.S. Web Design System

  • Ability to be cleared by the US Government via a Minimum Background Investigation (MBI)

Desired Qualifications:

  • Experience working on projects in an IRS/Treasury environment

  • Working knowledge of UX tools and Google Analytics

  • Certification in Agile methodology

  • Active IRS MBI

Pay Range:Pay Range $74,750.00 - $115,000.00 - $155,250.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
