Job Summary:

Communications Requirements Developer professional with experience and expertise in support of current and future force software defined tactical radio capabilities and associated technology and acquisition programs. Candidate will have associated expertise relating to assessment and development of military line of sight (LOS) and beyond line of sight (BLOS) tactical radios and platform networking capability; communications security architecture, and waveform development and employment. SME will understand software defined radios, Modular Open System Architectures and related principles of Spectrum Management.

SME will be familiar with the operation and analysis supporting requirements development process under Joint Capabilities Integration Development Systems (JCIDS), experimentation/evaluation, developmental operations (DEVOPS), Mid Tier Acquisition (MTA) efforts, and field support for user groups. SME will support the US Army Cyber Center of Excellence (CCoE) at Fort Eisenhower, Georgia

Job Responsibilities includes p rovide technical expertise in one or more of the areas:

  • Joint Capabilities Integration and Development System (JCIDS) as it relates to capabilities development for Tactical Radios, Communication Systems, NETOPS, Waveforms, and PNT Capability Development and Architecture. Skillset includes:
  • Basis of Issue (BoI) activities support
  • Capability Development (CD)
  • Cost-Benefit Analysis
  • Analysis of Alternatives (AoA)
  • Technical Cost Analysis Support
  • Operational Architecture (OA), Systems Architecture (SA), and Technical Architecture (TA) Support/Development
  • QuiP (previously known as Standard Study Number-Line Item Number Automated Management and Integrating System (SLAMIS)
  • Current and emerging radio frequency waveforms development, Communications Security (COMSEC) development, waveform and COMSEC interoperability and sustainment skills. Experience and knowledge in High Frequency (HF), Very High Frequency (VHF)/Ultra High Frequency (UHF) waveforms, L and S Band waveforms, UHF and L Band SATCOM waveforms including:
  • Single Channel Ground and Airborne Radio System (SINCGARS)
  • Tactical Scalable MANET (TSM)
  • Warrior Robust Enhanced Network (WREN) Narrowband (NB)
  • Mobile User Objective System (MUOS)
  • Cellular and Wireless/Wi-Fi Services; Mobile Satellite Services
  • Enhanced Position Location Reporting System (EPLRS)
  • HAVE QUICK II (HQII)
  • Second Generation Anti-jam Tactical UHF Radio for NATO (SATURN)
  • Link 16 waveform or Advanced Networking
  • NSA approved TRANSEC Algorithms, COMSEC Algorithms
  • Low Probability of Intercept (LPI) and Low Probability of Detection (LPD) capabilities
  • Communication Systems, End-User Devices, and Radio Networks planning, configuring, loading and management; application management skills:
  • Joint Tactical Networking Toolkit (J-TNT)
  • Joint Enterprise Network Manager(JENM)
  • Systems Planning Engineering & Evaluation Device (SPEED)
  • Automated Communications Engineering Software (ACES)/Joint Automated Communications Software (JACS)
  • Coalition Joint Spectrum Management Planning Tool (CJSMPT) and SPECTRUM XXI
  • Position, Navigation, and Timing (PNT) systems skills:
  • Global Position System (GPS)
  • Defense Advanced GPS Receiver (DAGR)
  • DAGR Distributed Device (D3)
  • Dismounted Assured PNT System (DAPS)
  • Mounted Assured PNT System (MAPS) , Alternate Navigation (ALTNAV) Systems, Alternate PNT and Area Protection Systems

Qualifications

Minimum Qualifications:

  • A minimum of three (3) years’ experience in at least one of the following three areas: (1) as an action officer in the defense acquisition community; (2) as an action officer in a capability development position; or as an action officer at the Service headquarters-level.
  • A minimum of three (3) years’ experience with requirements and capability development documentation and approval processes
  • (Optional – preferred) A minimum of three (3) years’ experience in Signal
  • Undergraduate degree with a preference for major in Electrical Engineering, Physics, Engineering, Telecommunications Management, or related technical field from an accredited college or university. Additional experience may be accepted in lieu of degree as determined by the COR.
  • Knowledge of JCIDS
  • Knowledge of Joint and service Signal organizations and their functions
  • Knowledge of Signal related Army/Joint Doctrine and policies
  • Ability to edit documents for correct grammar and format
  • Knowledge in computer automation software (have a working knowledge of Word, PowerPoint, Excel, Spreadsheets, Outlook, Outlook Calendars, etc.)
  • Military Service Intermediate Level Education; Senior Service College or civilian equivalent is preferred.
  • Will complete Defense Acquisition University online courses CLR 101 Introduction to JCIDS, and RQM 110 Core Concepts for Requirements Management within the first two weeks of employment.
  • Obtain and maintain a Secret (may move to Top Secret/SCI) security clearance.

Desired Qualifications

  • Knowledge of Government developed and commercially available handheld, manpack, and small-form-fit radios (single channel, single mode, multi-channel, multi-mode) to include electromagnetic spectrum utilization, impacts, threats, vulnerabilities, transmission security, and communications security
  • Knowledge of Line of Sight (LoS) and Beyond Line of Sight (BLoS) tactical radio electromagnetic spectrum theory and practice
  • Knowledge of Government developed and commercially available positioning, navigation, and timing capabilities to include Global Navigation Satellite Systems (e.g. Global Positioning System, Galileo, COMPAS, GLONAS, etc…), Assured-Positioning Navigation and Timing (A-PNT), legacy military PNT receivers, and Alternate PNT sources to include electromagnetic spectrum utilization, impacts, threats, vulnerabilities, transmission security, and communications security
  • Knowledge of Line of Sight (LoS) and Beyond Line of Sight (BLoS) tactical radio electromagnetic spectrum theory and practice
  • Knowledge of Department of Defense Information Network Operations (DODIN OPS) and Lower Tier Tactical Army Unified Network Operation with focus on EMSO.
