Job Summary:

The Headquarters Department of the Army (HQDA), Office of the Deputy Chief of Staff, G9 (ODCS, G9), Enterprise Architecture (EA) - Specialized Design and Compliance Support Services requires reliable and timely Information Technology (IT) services to support ODCS, G-9 directorates and the Army-wide installations enterprise. With a broad depth of capabilities that spans across the PWS task areas, Five Rivers Analytics, LLC (FRA) is a capable and technically qualified, mission-focused small business, honored to be considered for this requirement. FRA is a trusted and proven 8(a) small business (SB) through its current IT support to multiple US Army organizations.

FRA will provide specialized design services and technical analysis services for the program office supporting installation management capabilities modeling. We will provide assistance to the program office in the execution of the design and analysis services for a range of initiatives relating to ODCS, G-9 Enterprise Architecture such as;

  • Design and production of technical and business analysis products.
  • Draft substantive narrative for transformation initiatives.
  • Render technical illustrations for architecture scenarios.
  • Technical Modeling.
  • Data Modeling and Analysis.
  • Compliance Support.
  • Develop detailed recommendations for enhancing the existing architecture.
  • Include actionable steps for modernization, cloud migration, and the implementation of DevSecOps practices.
  • Provide analytical reports that outline the rationale and expected benefits of each recommendation.
  • Provide clear and well-documented deliverables for all enterprise architecture design and analysis work.
  • Deliverables will include analytical reports, architectural diagrams, narratives, outline/document process and actionable recommendations.
  • Ensure that each deliverable contributes to the overall modernization and optimization goals.

Creates programs, methodologies, and files for analyzing and presenting data. Collects or receives data from disparate sources. Assesses complex data systems and programs in support of ad-hoc and standing management or customer requests. Validates data for completeness and accuracy based on guidelines set by project stakeholders or downstream data management systems. Interfaces with data end-users and the data storage/management architecture team to ensure that systems meet business needs. Develops and executes standard or custom queries or reports to retrieve data as required. May be responsible for approving and/or establishing user access to data management systems. Performs work under minimal supervision. Handles complex issues and problems and refers only the most complex issues to higher-level staff.

FRA will provide experienced personnel who will work with the ODCS, G-9 Portfolio Management & Architecture Division to assist in the Government's compliance with Federal, DoD, and Army guidance, methodologies, initiatives, and models to develop its functional domains.

Responsibilities

Job Responsibilities:

  • Provide Technical Writing and Design expertise to support documentation of architecture specifications and business cases.
  • Technical writing for producing process specification narrative, transition plans, and business cases.
  • Design and editing of technical and business analysis products like PVF (Problem Verification Form) CRD (Capabilities Requirements Document) etc.
  • Render technical illustrations for architecture scenarios.
  • Provide expertise and resources to conceptualize and create dimensional images, storyboard sketches, and designs covering Installation Management capability areas.
  • Deliver design concepts, layouts, and mechanicals within 15 workdays from initial tasking, for a broad range of printed and electronic materials. Content production support shall include the following:(Refer to Technical Exhibit 3 for list of DoDAF artifacts).
  • Provide for the electronic and print production (as required) of binders of select business system products (DODAF Viewpoints and Models) in the size, format, quantity, and quality desired. Type of products shall include DoD Architecture Framework viewpoints, OMG, SysML 1.3, BPMN 2.0, and UML 2.3 models.
  • During development of Business System Architecture (BSA), prepare and deliver monthly, with each system binder, a CD/DVD containing all project design files, organized with navigation pages.
  • Provide support for the electronic and print production of transition plans and other information content quarterly.
  • Provide input, as needed, into the contractor Monthly Status Report (MSR).
  • Ad hoc On-Site support may be required by the government as needed for projects, meetings, and other special requirements.

Qualifications

Minimum Qualifications:

  • Bachelor's Degree in Computer Science, Data Science, or a related field.
  • A minimum of 5 years' experience performing similar work.
  • Experience in creating technical documentation or design specifications for IT systems or projects.
  • Ability to translate complex technical concepts into clear, concise documents and diagrams.
  • Knowledge and understanding of data modeling, database design principles, and data structure concepts.
  • Proficiency in data management and ETL processes, especially in a government context.
  • Currently hold an active Secret clearance.
  • Ability to provide Ad hoc On-Site support as required by the government as needed for projects, meetings, and other special requirements.
