Leidos has an opening for a mid-career IT Stakeholder Manager to support the Biomedical Advanced Research and Development Authority within HHS in Washington DC. Be a part of a large development team overseeing multiple products aiming to modernize processes, coordinate activities across the organization, and empower users to use the organization’s current and historical data to support their ongoing efforts.

Primary Responsibilities

  • Responsibilities include working with stakeholders across BARDA to ensure that their needs and desires are properly represented as new IT products and processes are developed.
  • Work with the development team and business analysts as part of an Agile development process, reviewing requirements for usability and how well they are tailored to the needs of the end users.
  • Work with release managers to ensure that the end users are fully aware of upcoming releases and that trainings and next-step actions are firmly established.
  • Maintain a holistic view of all ongoing development efforts across multiple products. Serve as the conduit for assisting team with evaluating touchpoints between products.
  • Perform stakeholder and communications management activities related to product development and releases, coordinating closely with project managers, business analysts, and the development team.
  • Helping to manage and evolve BARDA’s change management framework, establishing goals and strategies, establishing measures of effectiveness and monitoring performance, developing specific plans to implement change, and assisting BARDA and the program team in implementing change. Work with internal stakeholders to facilitate user adoption of the system.
  • Assist in improving the UI/UX of software products in development.
  • Provide program leads and project staff with actionable, tactical suggestions to improve how new products and capabilities will be received by BARDA staff, tailoring solutions based on a balanced understanding of organizational change management best practices with what is achievable within the organization, timeline, and maturity level of the institution.
  • Assist with overall project management efforts, potentially to include serving as sole project manager on smaller projects.

Required Qualifications:

  • Master of business administration, engineering, communications, accounting, or similar and 5 years of experience. Relevant experience is more important than specific degree, and candidates with social science or humanities degrees are encouraged to apply.
  • At least one year of experience providing support to government clients.
  • Experience meeting with stakeholders to formulate, review, and execute task plans and deliverable items.
  • Be highly flexible and adaptable, able to work within a fast-paced and rapidly changing government environment while maintaining attention to detail and ensuring that proposed solutions fit the needs of the moment as well as the long-term requirements of BARDA.
  • Be willing and motivated to understand high-level business product processes and objectives in order to propose and implement change management solutions throughout the software development lifecycle process.
  • Ability to acquire and maintain a low-risk public trust clearance.

Preferred Qualifications

  • Experience effectively communicating at senior levels within a customer organization.
  • Project Management Professional or similar certification.
  • Prior BARDA, HHS, or health industry experience.
  • Prosci or similar certification and 5 years performing change management activities, including those related to development or project management.

Pay Range:Pay Range $74,750.00 - $115,000.00 - $155,250.00
