Position Summary
Reporting to the SVP Global Policy, Advocacy and Government Affairs (GPAGA), the Executive Director Global Policy Strategy & Capabilities is responsible for BMS’ Global Policy Strategy including the coordination of companywide alignment on global policy strategy priorities as well as related positions statements and engagement informed by a meaningful and proactive global policy research/horizon scanning and analysis agenda. The role also includes oversight of policy stakeholders’ mapping/engagement capabilities as well as GPAGA operations. Key activities will require engaging internally with the GPAGA leadership team/across functions and externally as appropriate with key stakeholders on cross-market issues. This individual will have the opportunity to optimize the role, gain visibility cross functionally, anticipate and shape the future global policy landscape to enable patient access to innovation.
Responsibilities will include, but are not limited to, the following:
Global Public Policy Strategy & Insights:
Articulates a vision and leads the Global Public Policy Working Group (GPPWG) a strategic cross-functional body to identify, prioritize and collaborate on global policy matters of importance to BMS,
Creates and leads a pro-active agenda of global policy research, analysis and insights including horizon scanning on policy facts/trends, macroeconomic data. Influence trade association’s policy research & economics agenda. Develop a network of policy economics KOLs and think tanks. Close collaboration with GPAGA functions, Communications, IR, WW VAP, BI&A as well as Markets
Leads pro-active coordination of cross-geography / enterprise-wide policy positions (including Global Position Statements on Pricing, Biosimilars, Generics, IP, Transparency, Supply Chain etc.) in collaboration with cross-functional/Markets teams.
Ensures that appropriate platforms (Pulse, SharePoint etc.) enable employees to be informed about policy dynamics and related BMS positions statements in collaboration with IT, CA, BI&A.
Policy Stakeholders Mapping & Engagement Capabilities:
Leads the development/improvement of effective policy shaping and stakeholders’ engagement capabilities i.e. methodology and mapping/tracking/engagement tools for global use
Ensures team continuity across the GPA&GA organization by sharing key learnings, best practices sharing and ensuring roll out/optimization of key processes and tools.
Supports professional development for Policy, Advocacy & Government Affairs, CA and other teams
Ensures close cooperation with the Matrix including Franchises, Markets, CA, IR, WW VAP, R&D, BI&A, Legal, BMSF, GPS, to support fastest possible market access for BMS products.
GPAGA Operations (Aligned with CA, GPAGA and Matrix functions):
Executes a timely and efficient ongoing department governance framework that promotes collaboration, sharing of information, best practices adoption and follow-up as well as a regular process for sharing plans, calendars across the function and more broadly.
Drives development of effective ways of working across the GPAGA function including the reduction of inefficient processes and unnecessary work; reviews and streamlines repeatable processes in GPAGA to drive efficiency and remove cost using score cards/metrics as appropriate.
Provides timely and efficient coordination of GPA&GA processes including Strategy Sessions, Budget/Projections, Culture Initiatives/my Voice Pulse Surveys follow-up, Talent reviews & development, TODs, planning and logistics including Town Halls, projects management…
Establishes measurement and reporting systems to quantify impact which informs the implementation of best-in-class Policy, Advocacy and Government Affairs & practices and accountability measures.
Ensures that appropriate digital platforms (Pulse, SharePoint etc.) are available and leveraged for team/company’s effectiveness in line with BMS’ Digital Strategy with shared visibility to key events, speaking engagements, business milestones, etc.
Where applicable, supports vendor management, ensuring associated processes are efficient, compliant and align with the strategic imperatives around cost controls and vendor delivery.
Skills/Knowledge Required:
12 years of biopharmaceutical industry experience with demonstrated proficiency in strategy and operations; and/or management consulting experience preferred.
Has demonstrated ability to develop a strategic plan and to lead/drive projects in a cross-functional environment.
Has excellent communication, collaboration, interpersonal and organizational skills with demonstrated ability to forge relationships and influence strategy with internal and external audiences.
Has strong strategic thinking skills and business acumen with in-depth understanding of biopharma innovations and policy trends as well as policy makers, payers, influencers perspectives in US/key international markets.
Has the ability to make sense of policy trends, integrate patient, commercial, R&D, corporate affairs, and access perspectives into a cohesive and strategic policy positioning & engagement.
Understands policy research as well as competitive intelligence, identifies early opportunities/threats and creates or supports related pro-active and appropriate solutions/initiatives.
Has a clear understanding of the company’s financial and strategic goals, with a clear ability to prioritize, translate into team goals, setting up clear objectives & timelines for team members.
Strong track record of superior decision making and performance in developing and driving strategic projects, including managing teams, direct-reports and budgets fostering strong teamwork and collaboration.
Highly organized with the ability to focus and manage competing priorities and work independently or collaboratively as appropriate.
Knowledge in developing and managing change, global projects, vendors and meetings.
Ability to quickly learn and operate within a complex, fast-paced, changing environment to meet tight deadlines.
Strong identification with BMS values and behaviors
BA/BS required, Advanced education, e.g., MBA, MPH, PharmD, PhD, or MD highly preferred
Bachelor or advanced degree in business, economics, health policy or relevant area. MBA is a plus Demonstrated team leadership experience with cross-functional, cross-therapeutic area or cross-regional teams and a proven record of accomplishment in people and team management are preferred.
