The Operational Technology Configuration Management (OTCM) Administration group is part of FirstEnergy’s Asset Management and Records Control organization that supports the Transmission Organization by implementing the enterprise tools, processes, and procedures necessary to demonstrate FirstEnergy’s compliance with regulatory requirements. In addition, this OTCM group is responsible for enterprise process alignment, systems integration, data integrity, reporting, and process performance monitoring, etc. This position provides the successful candidate with exciting growth opportunities in several technologies related to energy delivery, configuration management and device testing.

Responsibilities include:

  • Demonstrating and directing a solid commitment to all aspects of safety.
  • Approving timesheets & expense reports, etc.
  • Encouraging open, honest, direct, and ongoing conversation amongst team members.
  • Conducting applicant interviews, managing employees’ performance to achieve established objectives, conducting performance reviews, and providing coaching on an ongoing basis.
  • Understanding and managing work according to business needs, departmental budget, and regulatory requirements.
  • Setting priorities for the team to ensure task completion, coordinating work activities with other supervisors and/or managers.
  • Providing business administration services necessary to ensure compliance with all regulatory standards including Critical Infrastructure Protection (CIP), Protection and Control (PRC) and internal standards.
  • Analyzing complex issues and developing actionable recommendation; ensuring decisions impacting the team and FE Regional Management are based on data and sound reasoning.
  • Developing, documenting, and implementing business processes as appropriate to insure consistent, sustainable operations of the OTCM systems.
  • Leading process improvement activities that increase productivity and enhance data quality.
  • Providing services to help maintain the integrity of substation equipment configuration and related data in the OTCM system.
  • Managing agile projects including sprints, features, stories, defects, burn down list, etc.
  • Managing the design, development, and deployment of in-house Device Integration System (DIA).
  • Managing administration and configuration of third-party vendor packages including PowerBase (DOBLE), Relay Testing System (RTS)(DOBLE), and CORE (Quanta).
  • Proposing new solutions to improve PowerBase, RTS, Device Integration Application, CORE, etc. and related tools to ensure accuracy, efficiency, and adherence to applicable FE standards.
  • Working with vendor(s) to coordinate system improvements, upgrades and testing new releases.
  • Working with internal stakeholders and to facilitate system enhancements and defects.
  • Documenting and executing test plans with results for system and user acceptance testing.
  • Participating in change control activities for scheduled maintenance releases.
  • Working with internal audit groups on risk assessment for key projects.
  • Working with internal FE stakeholders on the administration of FE preventative and corrective maintenance procedures, relay templates and test routes in PowerBase and RTS
  • Providing training to the organization including functionality, processes, and roles and responsibilities.
  • Working with others on the Asset Information and Tools team to insure proper processing of substation equipment data between Cascade and PowerBase.
  • Managing day-to-day production support activities including importing field-testing results, linking assets between systems, and help desk support.
  • Providing oversight and business administration of user access to sensitive applications; Managing user access through RAAD (Regulatory Access Authorization Database).
  • Providing system database and reporting support.
  • Working with approximately 800+ FE OTCM users.
  • Supporting the Emergency Plan through participating in the assigned storm duties.

Qualifications include:

  • Bachelor of Science degree in Information Technology or a Bachelor of Science degree in Engineering from an ABET accredited institution is required. Acceptable alternatives are: (1) a Professional Engineer’s (PE) License (2) a Bachelor’s degree in engineering or technical field of study (non-ABET) plus an advanced degree in Engineering from a university with an ABET accredited Bachelor’s program is required.
  • Minimum of 5 years of related work experience.
  • In lieu of a degree, 7 years of direct, related experience will be considered. The experience must include system administration along with an in-depth understanding of the subject matter outlined in the responsibilities above.
  • Proven effective leadership skills to communicate with and direct work of others that will ensure safety and produce satisfactory work.
  • Excellent customer relations skills and strong communication skills to make clear, accurate and concise oral and written reports.
  • Experience in Energy Delivery (ED) transmission/distribution systems or in general business operations preferred.
  • Knowledge of Energy Delivery work management processes and procedures preferred.
  • Familiarity of transmission substation equipment and related attributes and configuration is preferred.
  • Strong teamwork and interpersonal skills.
  • Ability to work cooperatively with others and to provide excellent customer service.
  • Ability to manage a dynamic work environment with travel periodically between multiple local work locations and occasional overnight stay required.
  • Established relationships with internal customers a plus.
  • Strong oral and written communication skills to effectively convey information to various levels in the organization.
  • Excellent analytical abilities involving complex problems; exercise sound judgment; detail oriented.
  • Demonstrate a questioning attitude to continue to learn, produce results, and strengthen existing relationships.
  • Experience working in an agile environment with a proven track record of successful results.
  • Familiarity working with databases is preferred.
  • Familiarity with either or all – Powerbase, RTS, Cascade / QlikView / Energy Delivery Outage Application (EDOA) / CrossBow / SAP / CORE is preferred.
  • Highly proficient with Microsoft Office tools, including Excel, Access, PowerPoint, and Word.
